One major change was the concentration of all the technical branches in one division- the Programme Development and Technical Cooperation Division(PTC)- to strengthen the deliveryand technical capacity of the Organization.
The Programme Development and Technical Cooperation Division(PTC) and the Regional Strategies and Field Operations Division(RSF) managed the project portfolio of UNIDO.
In answer to questions that had been raised, she wished to explain that the joint programmes for individual countries were in the process of being developed in collaboration with staff of the Programme Development and Technical Cooperation Divisionand with the UNIDO Desks.

Approve relative percentage shares of resource assignment for the three broad programme purposes shown in table II of the present document, namely:programmes/projects; programme development and technical services; support to the United Nations systemand aid coordination.
The YPP includes ten positions in the Programme Development and Technical Cooperation(PTC) and the Programme Coordination and Field Operations(PCF) Divisions.
This can be accomplished not only through direct support to national programmes and projects but also through a support structure that provides an array of other mutually reinforcing elements critical to the realization of national priorities: complementary regional and interregional activities, programme development and technical services, as well as support to the United Nations systemand aid coordination.
Mr. RWENDEIRE(Managing Director, Programme Development and Technical Cooperation Division) stressed that the Secretariat had no intention of telling States what should or should not be done.
For this purpose, it may be useful to classify four major programme purposes or categories:(a)programmes/projects;(b) programme development and technical services;(c) support to the United Nations systemand coordination; and(d) the biennial budget.
Mr. Piskounov(Managing Director, Programme Development and Technical Cooperation Division) said that he had been responding to a comment by the representative of Cuba referring specifically to the Austrian initiative.
Mr. WU Hailong(China) said that UNIDO had made considerable progress with regard to internal reform, and planning for the future, programme development and technical cooperation, regional cooperation, global forum activities and performance management.
Mr. RWENDEIRE(Managing Director, Programme Development and Technical Cooperation Division), speaking on sub-item(d), said that UNIDOtechnical cooperation had been experiencing steady growth since the year 2000.
Thus, the Regional Bureaux would have at their disposal: intercountry TRACs as envisaged in paragraphs 36-42; SPR earmarked for regional initiatives in the areas of focus; additional resources for developing special products and patterns of intervention;funds for programme development and technical services, including United Nations system resources for policyand programme development(formerly TSS-1); as well as special resources for aid coordination.
The Programme Development and Technical Cooperation Division offered technical cooperation in such areas as cleaner production, industrial promotion, technology transfer and the like.
In addition, in order topromote knowledge sharing and a culture of continuous learning, the Programme Development and Technical Cooperation Division(PTC) institutionalized periodic thematic lectures whereby staff share their expertise with their peers.
Both the Programme Development and Technical Cooperation Division(PTC)and the Programme Support and General Management Division(PSM), introduced an"open door" policy to meet with interested individual staff members.
Since June 2006, a total of 31 positions in the Professional and higher categories in the Secretariat have been advertised including 16 positions in the Programme Development and Technical Cooperation Division, 10 positions in the Programme Coordinationand Field Operations Division, 2 positions in the Programme Support and General Management Division, 2 in the Bureau for Organizational Strategy and Learning and 1 in the Bureau for Organizational Governance.
The Managing Director, Programme Development and Technical Cooperation Division, also presented this case at a meeting held in October between the Chief Executive Officer(CEO) of GEF and the seven GEF executing agencies.

Mr. Piskounov(Managing Director, Programme Development and Technical Cooperation Division), replying to the debate, said that UNIDO would certainly continue to work on the global food crisis to ascertain the causes of low productivity and to develop ways of using waste from the agro-industrial sector; it would undertake global, regional and maybe also country studies.
