What are the legal issues relating to land degradation and the poor in the project?

Funding mechanisms available for the implementation of projects and programmes relating to land degradation and desertification, including the GEF, the Adaptation Fund of the Kyoto Protocol, and the clean development mechanism, should be easily accessible to affected country Parties, particularly those in Africa, and support their efforts to combat desertification.
Some Parties also mentioned that the function of their science and technology correspondent was to support and advise clients within the public sector, the private sector andcivil society on issues relating to land degradation and multilateral environmental agreements.
These have contributed to an improved understanding of the biophysical andsocio-economic trends relating to land degradation in drylands, and of the impact of these trends on human and ecosystem well-being, as well as of the dynamics of the agricultural and biodiversity landscape and food security.
The scientific environment has also evolved with the work of the Millennium Assessment(MA) on dryland ecosystems, which has contributed to improved understanding of the biophysical andsocio-economic trends relating to land degradation in global drylands, and their impacts on human and ecosystem well-being.
Post-project sustainable development capacity is evaluated so that projects relating to land degradation are treated as being specific depending on given circumstances- where development actors assume responsibility, morally if not legally, for the impact their assistance has on people's ability to realize their rights.
The scientific environment has benefited from the work of the Intergovernmental Panel on Climate Change and of the millennium ecosystem assessment, which have contributed to an improved understanding of the biophysical andsocio-economic trends relating to land degradation in drylands and their impact on human and ecosystem well-being.
In this respect, the GEF was urged to facilitate access by affected country Parties, particularly those in Africa,to funding mechanisms available for the implementation of projects and programmes relating to land degradation and desertification, such as the Least Developed Countries Fund and the Special Climate Change Fund, in order to support their efforts to combat desertification, as well as to facilitate access to the Adaptation Fund of the Kyoto Protocol should the opportunity arise.
The scientific environment has benefited from the work of the Intergovernmental Panel on Climate Change(IPCC) and of the Millennium Ecosystem Assessment(MA), which have contributed to an improved understanding of the biophysical andsocio-economic trends relating to land degradation in drylands, and their impact on human and ecosystem well-being.
The GEF responded to these calls on two occasions: during the first reporting cycle in 2000, by forwarding to the fourth sessionof the COP(COP 4) its Council document GEF/C.15/Inf.9 on its activities relating to land degradation in all regions; and during the third reporting cycle(the third session of the CRIC) in 2004 on its activities in Africa.
Further, the Assembly invited the Executive Secretary, in coordination with the Department of Economic and Social Affairs of the United Nations secretariat, to actively prepare for and participate in the seventeenth session of the Commission on Sustainable Development with a view to ensuring that the core issues of the Convention,in particular those relating to land degradation, drought and desertification, were duly considered in the context of sustainable development during the deliberations of the policy session.
Further invites the Global Environment Facility to facilitate accessby affected country Parties, particularly those in Africa, to the full range of Facility funds available for the implementation of projects and programmes relating to land degradation and desertification, including through the expansion of the programmatic approach;
This has included participation in some key processes such as the summit and specified ministerial meetings under the African Union, meetings of the United Nations Economic and Social Commission for Asia andthe Pacific(UNESCAP) and the United Nations Economic Commission for Latin America and the Caribbean(UNECLAC) relating to land degradation, the Environment for Europe process, and the Economic and Environmental Forum organized under the Organization for Security and Co-operation in Europe.
Several national institutions presented their own work related to land degradation.
A multitude of projects have been conducted and hundreds of millions of dollars have been spent on issues related to land degradation and desertification.
During the project implementation, 11 workshops on different topics related to Land Degradation will be organized by the project partners.
South Africa had strengthened cooperation with civil society to address desertification issues related to land degradation, biodiversity loss and climate change.
It also seeks to explore innovative financing sources to broaden the scope of financing to address challenges related to land degradation and desertification.
At the regional level, activities will be aimed at sponsoring, upon request,development of cooperation between interested country Parties to the Convention on matters related to land degradation, and may include.
