Since my previous report, UNOWA continued to provide support to ECOWAS in the implementation of its Conflict Prevention Framework. On 14 January,my Special Representative travelled to Abuja to meet with the President of the ECOWAS Commission to review the situation in the subregion.
On 5 March 2008, my Special Representative travelled to Turkey for discussions with senior officials at the Foreign Ministry.
In his meetings with national stakeholders, my Special Representative reiterated my call to refrain from violence and engage in an inclusive political dialogue. My Special Representative travelled to Erbil on 26 March and again on 16 and 17 April to meet senior Kurdish officials, including the Deputy Prime Minister, Rowsch Nuri Shaways, the Minister for Foreign Affairs and the Prime Minister of the Kurdistan Regional Government, to urge dialogue between Erbil and Baghdad and to encourage the return of boycotting Kurdish ministers and representatives to the Cabinet and the Council of Representatives. .
As part of the effort tobuild international unity and support, the Joint Special Representative travelled to the Syrian Arab Republic and to China, France, the Islamic Republic of Iran, Iraq, Jordan, Lebanon, the Russian Federation, Saudi Arabia and Turkey.
On 20 June, my Special Representative travelled to Kuwait and met with Prime Minister His Highness Sheikh Naser Al-Mohammad Al-Ahmad Al-Sabah and Under-Secretary of the Ministry of Foreign Affairs Khaled Sulaiman Al-Jarallah.
The revised protocol also broadened the scope of the mandate of the Mano River Union to include additional emerging security threats, such as piracy in the Gulf of Guinea. On 30 November,my Special Representative travelled to Guinea to address the opening session of the Mano River Union ministerial consultative meeting attended by ministers from Côte d'Ivoire, Guinea, Liberia and Sierra Leone, at which the revised fifteenth Mano River Union Protocol on Peace and Security was endorsed.
On 6 May, my Special Representative travelled to Accra to meet with President Mahama, following his election as the new Chair of the Authority of Heads of State and Government of ECOWAS at the 44th Ordinary Session of the Authority of Heads of State and Government of ECOWAS held in Yamoussoukro on 28 and 29 March.
Subsequently, as part of efforts to implement the various pillars of the strategic concept, andin liaison with ECOWAS, my Special Representative travelled to Bamako, Ouagadougou and Abidjan, from 6 to 8 November and from 11 to 14 November to impress upon the Malian authorities the need to fast-track initiatives aimed at creating conditions conducive to a negotiation process with rebel groups in the north of Mali.
At the same time, my Special Representative travelled to Moscow to meet with Valery Loshchinin, First Deputy Foreign Minister and Special Representative of the President of the Russian Federation for the Georgian-Abkhaz settlement. Ambassador Steven Mann, United States Special Negotiator for Eurasian Conflicts, also visited Tbilisi and Sukhumi, on 11 and 12 April.
Following the appointment by ECOWAS of President Alpha Condé of Guinea as its Mediator for the electoral impasse in Guinea-Bissau, on 4 April my Special Representative travelled to Conakry to brief President Condé on the stabilization efforts being undertaken by the United Nations and other international partners in the country. On 6 April, ECOWAS issued a statement stressing its zero-tolerance policy with respect to unconstitutional seizures of power and called on all political actors to facilitate the completion of the electoral process.
During the month of May, my Special Representative travelled to Nigeria and Cameroon to discuss the activities of the Cameroon-Nigeria Mixed Commission with high-level Government officials, and strongly urged both sides to recommit to an effective and peaceful implementation of the 2002 ruling of the International Court of Justice(ICJ) and the 2006 Greentree Agreement settling the boundary dispute between the two countries and defining the modalities for the transfer of authority in the Bakassi peninsula in August 2008.
During the period under review, the Representative travelled on official mission to the Central African Republic, Azerbaijan, Sri Lanka and the Democratic Republic of the Congo.
