The Security Council acts on behalf of all the Member States represented in this Hall and is accountable to them. This accountability should therefore be implemented through substantive and analytical reports from the Council to the General Assembly that would allow the Assembly not only to systematically consider and assess the Council's activities, but also to formulate necessary recommendations.
Most States represented in this Hall were not present at the historic signing of the United Nations Charter in San Francisco 50 years ago, but on gaining independence they applied for membership in this Organization as an essential part of their quest for a secure and stable international environment and improved standards of living.
We have asked them to listen to the arguments of the developing countries fortunate enough to be represented in this Hall by means of an official language-- be it Spanish, French, Russian, Chinese or Arabic-- for which that official language is also not their first language, but often the second or third language after their mother tongue, their local or regional tongue and is used for communication, as is the case with English in India or Nigeria.
Therefore, Member States, as represented in this Hall, are required to reaffirm the principles set forth in Security Council resolutions and those endorsed by the International Conference on the former Yugoslavia in regard to Bosnia and Herzegovina.
