Reverse auctions are most commonly used for standardized products and services for which price is the only, or at least a key, award criterion, since it is generally price alone that features in the"auction" process.
This is the case of dynamic purchasing systems and electronic reverse auctions, which are techniques used, in particular, to buy large quantities of standard items or commodities of low value.
In the light of all the above considerations, enacting States may wish to consider whether their local circumstances require all chapter IV procurement methods,as well as framework agreements and electronic reverse auctions.
