Citizens have the right to form associations.
A new NGO law is presently being drafted in conformity with the updated provisions in the new Constitution concerning the right to form associations.

The right to form associations is also affirmed in the International Covenant on Civil and Political Rights, article 22, which provides that everyone has the right to freedom of association with others, including the right to form and join trade unions for the protection of his interests.
