In accordance with General Assembly resolutions 48/141 of 20 December 1993 and 51/96 and other relevant Assembly resolutions, the High Commissioner for Human Rights has the principal responsibility within the United Nations system for providing advisory services and technical and financial assistance with a view to supporting actionsand programmes in the field of human rights.
To provide, through the Centre for Human Rights of the Secretariat and other appropriate institutions, advisory services and technical and financial assistance, at the request of the State concernedand, where appropriate, the regional human rights organizations, with a view to supporting actions and programmes in the field of human rights;
Bearing in mind that, in its resolution 48/141 of 20 December 1993, the General Assembly entrusted the United Nations High Commissioner for Human Rights with, inter alia,providing advisory services and technical and financial assistance in the field of human rights, enhancing international cooperation for the promotion and protection of all human rights and coordinating human rights activities throughout the United Nations system.
The High Commissioner for Human Rights is mandated by the General Assembly(resolution 48/141, para. 4(d))to provide advisory services and technical and financial assistance and cooperation, at the request of the State concernedand, where appropriate, the regional human rights organizations, with a view to supporting actions and programmes in the field of human rights.
Among the important responsibilities of the High Commissioner, is providing, through the Centre for Human Rights and other appropriate institutions, advisory services and technical and financial assistance at the request of the State concernedand, where appropriate, the regional human rights organizations, with a view to supporting actions and programmes in the field of human rights.
The High Commissioner's activities could include supervision of the United Nations office of indigenous peoples,provision of advisory services and technical and financial assistance to indigenous peoples, dialogue with Governments with a view to securing respect for indigenous peoples' rights and coordination of activities within the United Nations system in relation to indigenous peoples.
In accordance with General Assembly resolutions 48/141 of 20 December 1993,52/125 of 12 December 1997 and 53/142, the High Commissioner has principal responsibility within the United Nations system for providing advisory services and technical and financial assistance with a view to supporting actionsand programmes in the field of human rights and that the Office of the High Commissioner is the focal point for coordinating system-wide attention to human rights, democracy and the rule of law.
