The Working Group on Speeding Up Trials.
At the extraordinary plenary session of 7 June 2010, the judges adopted the recommendations of the Working Group on Speeding Up Trials.
The working group on speeding up trials is still awaiting consultations with the Association of Defence Counsel before its report can be completed.
I now turn to a second important series of proposals made by the Working Group on Speeding Up Trials, which have been implemented by the Judges.
The commencement of these trials was greatly accelerated by the implementation of the reforms recommended by the working group on speeding up trials.
Two working groups delivered recommendations on speeding up trials and speeding up appeals, and their proposals are being reviewed for implementation.
As part of this commitment, the President, Fausto Pocar, reconstituted in April 2008 the working groups on speeding up trials and on speeding up appeals.

The Prosecutor has welcomed the report of the Working Group on Speeding up trials and its proposals for making changes to certain aspects of the Tribunal's practice in managing cases.

The assignment of these Judges to these cases was expedited by implementation of the recommendations of the Working Group on Speeding Up Trials chaired by Judge Bonomy, that are detailed below.
The President reconstituted the Working Group on Speeding Up Trials to undertake a third review of the Tribunal's practices in order to assess whether further improvements could be implemented in the work of the Chambers.
It may be that reforms can be introduced without formal rule changes, andthe Prosecutor welcomes the report of the Working Group on Speeding up Trials which proposes a number of developments within existing practice.
The concrete measures identified by the working groups on speeding up trials and appeals were fully implemented and are detailed in the Tribunal's completion strategy reports to the Security Council.
The Section assists the judges in plenary session and the Bureau whenever there are questions concerning Chambers as a whole and provides secretariat support to a number of committees established by the judges, such as the Rules Committee andthe working groups on speeding up trials and appeals.
We welcome in particular the ICTY's implementation of the recommendations of its Working Group on Speeding up Trials and the ICTR's issuing of practice directions aimed at improving the management of trials. .
The Working Group on Speeding up Trials is due to publish its final report shortly, and I anticipate concrete proposals that will have a positive impact on accelerating pre-trial and trial proceedings.
In April 2006, the judges of the Tribunal adopted the final proposals of the working group on speeding up trials detailed in the Tribunal's fifth completion strategy report to the Security Council S/2006/353.
The working groups on speeding up trials and appeals were reconstituted in 2008 to assess the effectiveness of measures implemented and to identify fresh ways of enhancing the efficient conduct of trials and appeals.
It has embraced the changes advocated by the Working Group on Speeding Up Appeals andthe Working Group on Speeding Up Trials and seen decisive results in appeal and trial efficiency.
Following the recommendations of the Working Group on Speeding Up Trials outlined in my last report to the Security Council, Judges are taking a much more pro-active role in the preparation of cases for trial. .
The Tribunal is still assessing this initial report along with the July 2005 report by the Working Group on Speeding up Trials and will, in the near future, decide whether to submit this option to the Security Council for guidance.
The Working Group on Speeding Up Trials is chaired by Judge Bonomy, with ad litem Judges Hanoteau and Swart as members; the Working Group on Speeding Up Appeals is chaired by Judge Mumba, with Vice-President Pocar and Judge Schomburg as members.
The work of the Trial Chambers likewise benefited from the recommendations of the working group on speeding up trials, which advocated a fundamental shift in the way the Tribunal conducts its trials within the existing rules.
Following the Working Group on Speeding up Trials' expression of support for building a fourth courtroom should two of the Tribunal's courtrooms be allocated for trials of multiple accused, the Registrar of the Tribunal produced a cost/benefit analysis on the feasibility of the project in September 2005.
In my last report to the Security Council, I noted that the first report issued by the Working Group on Speeding Up Trials considered the issue of courtroom space, focusing on the possibility of building a fourth courtroom.
