The central aim of such an approach is to strengthen local, national and regional measures to prevent, control andreduce transboundary impacts and to ensure sustainable management of transboundary waters.

Poland, lead country, will provide its views on how to best accomplish the identified needs in this area,including through organization of the third International Conference on Sustainable Management of Transboundary Waters in the UNECE Region.
The Meeting expressed its sincere thanks to the Government of Poland for having hosted the second International Conference on Sustainable Management of Transboundary Waters in Europe(Miedzyzdroje, Poland, 21-24 April 2002) and the Governments of Finland, Germany and the Netherlands for their support.
The Core Group, through a series of meetings and workshops, finalized and published the synthesis reports,"Identification and Review of Water Management Issues", for the Rivers Bug, Morava and Mures/Maros andpresented the results to the Second International Conference on Sustainable Management of Transboundary Waters in Europe Miedzyzdroje, 21-24 April 2002.
Given the ratification status of the Convention and the Protocol on Water and Health(see the analysis in document MP. WAT/2003/5 on achievements under the Convention),the Second International Conference on Sustainable Management of Transboundary Waters in Europe recommended that"More should be done so that countries that are not yet Parties to the Convention and its Protocol, particularly newly independent States and Balkan States, ratify these legal instruments.
Representatives of the Regional Environmental Centres for Central Asia, the Russian Federation and the Caucasus provided information on their joint activities with EEA regarding SEIS development, as well as on their activitiesrelated to promoting sustainable management of water and a green economy in the respective subregions, including sustainable management of transboundary waters, TEEBs and developing indicators for measuring a green economy.

Since no global instrument specifically addresses freshwater resources, the African river basin organizations identified the ratification of the 1997 Convention on the Law of the Non-navigational Uses of International Watercourses as an urgent matter,deeming the Convention an important tool for strengthening cooperation and promoting the sustainable management of transboundary waters across more than 50 transboundary rivers in Africa.
Objective: The Meeting of the Parties will start the preparation for the third International Conference on Sustainable Management of Transboundary Waters in Europe to be held in Poland in 2007.
The Russian national technical project director presented the current status and options for enhancing the legal and institutional frameworks of cooperation in the protection and sustainable management of transboundary waters between the Russian Federation and Mongolia.
Mr. Shammy Puri of UNEP's Division of the Global Environment Facility(GEF)emphasized that sustainable management of transboundary waters required the cooperation of neighbouring countries.
