The Secretary-General hopes that Member States will take the memorandum into account while continuing to cooperate with Mongolia.

Thus the General Assembly of the United Nations in its resolutions 53/77 D, 55/33 S, 57/67 and 59/73, in 1998, 2000, 2002 and2004 respectively, called on all Members of the United Nations to cooperate with Mongolia in enhancing and ensuring its nuclear-weapon-free status.

Pursuant to General Assembly resolution 57/67, Member States were invited to continue to cooperate with Mongolia in taking the necessary measures to consolidate and strengthen Mongolia's independence, sovereignty and territorial integrity, the inviolability of its borders, its economic security, its ecological balance and its nuclear-weapon-free status, as well as its independent foreign policy.
Like the texts adopted in previous years, it takes note of the report of the Secretary-General, expresses appreciation to the Secretary-General for the efforts to implement resolution 59/73, endorses andsupports Mongolia's good-neighbourly relations with its neighbours and invites Member States to continue to cooperate with Mongolia on implementation of the provisions of the draft resolution.
In its resolution 65/70, entitled"Mongolia's international security and nuclear-weapon-free status",the General Assembly invited Member States to continue to cooperate with Mongolia in taking the necessary measures to consolidate and strengthen Mongolia's independence, sovereignty and territorial integrity, the inviolability of its borders, its independent foreign policy, its economic security and its ecological balance, as well as its nuclear-weapon-free status.
As a result of such measures, on 4 December 1998, the General Assembly adopted resolution 53/77 D, entitled"Mongolia's international security and nuclear-weapon-free status", in which it welcomed Mongolia's initiative and invited Member States, including the five nuclear-weapon States, to cooperate with Mongolia in taking the necessary measures to consolidate and strengthen its international security and nuclear-weapon-free status.
At its sixty-third session, the General Assembly invited Member States to continue to cooperate with Mongolia in taking the necessary measures to consolidate and strengthen Mongolia's independence, sovereignty and territorial integrity, the inviolability of its borders, its independent foreign policy, its economic security and its ecological balance, as well as its nuclear-weapon-free status; and requested the Secretary-General to report to the Assembly at its sixty-fifth session on the implementation of the resolution resolution 63/56.
Subsequent talks between Mongolia and the five nuclear-weapon States resulted on 17 September 2012 in their signing of parallel declarations,in which the five nuclear-weapon States not only reiterated their intent to cooperate with Mongolia in implementing resolution 53/77 D but also affirmed their intent, as long as Mongolia maintained its nuclear-weapon-free status, to respect that status and not to contribute to any act that would violate it.
By its resolution 57/67 of 22 November 2002, entitled"Mongolia's international security and nuclear-weapon-free status",the General Assembly invited Member States to continue to cooperate with Mongolia in taking the necessary measures to consolidate and strengthen Mongolia's independence, sovereignty and territorial integrity, the inviolability of its borders, its economic security, its ecological balance and its nuclear-weapon-free status, as well as its independent foreign policy.
In 1998 the General Assembly adopted resolution 53/77 D, entitled"Mongolia's international security and nuclear-weapon-free status", in which the Assembly welcomed Mongolia's initiative and invited Member States,including the five nuclear-weapon States, to cooperate with Mongolia in taking the necessary measures to consolidate and strengthen its independence, sovereignty and territorial integrity, the inviolability of its borders, its economic security, its ecological balance and its nuclear-weapon-free status, as well as its independent foreign policy.
Mongolia is willing to cooperate with UNESCO in this regard.
In addition, Mongolia desires to cooperate with other countries and international organizations in locating and returning the many invaluable cultural artefacts taken away from our country.
The Government of Mongolia expresses its resolve to cooperate with the above States to implement the provisions of the resolution as well as to consolidate its nuclear-weapon-free status.
Besides adopting the legislation, Mongolia is also taking measures to cooperate with its neighbours and other States in implementing, on bilateral and regional bases, other provisions of resolution 53/77 D as well. In this respect, our good relations with immediate and other neighbours is an important political asset for promoting the aims of the aforementioned resolutions and for strengthening the status.
The Government of Mongolia reaffirms its readiness to cooperate with all the States Members of the United Nations and the relevant United Nations bodies in enhancing the effectiveness and strengthening the credibility of the status.
It is thus stipulated in the new concept(article 3.1.1.7) that Mongolia is to cooperate actively with the Security Council, Member States and international organizations in implementing General Assembly resolutions regarding strengthening Mongolia's international security.
Bearing in mind the joint statement of the five nuclear-weapon States on security assurances to Mongolia in connection with its nuclear-weapon-free status as a contribution to implementing resolution 53/77 D as well as their commitment to Mongolia to cooperate in the implementation of the resolution, in accordance with the principles of the Charter.
France, the People's Republic of China, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, andthe United States of America reaffirm their commitment to Mongolia to cooperate in the implementation of UN General Assembly resolution 53/77D of December 4, 1998 with respect to Mongolia's Nuclear-Weapon-Free Status, in accordance with the principles of the Charter of the United Nations.
The People's Republic of China, France, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland andthe United States of America reaffirm to Mongolia their intent to cooperate in the implementation of General Assembly resolution 53/77 D of 4 December 1998 with respect to Mongolia's nuclear-weapon-free status, in accordance with the principles of the Charter of the United Nations.
The Government of Mongolia is determined to cooperate closely with non-governmental organizations and other representatives of civil society in enhancing the rule of law throughout the country.
Mongolia stands ready to actively cooperate with the United Nations and to make a practical contribution to its peacekeeping operations.
