Comprehensive law governing community rights with respect to forest lands.
The Liberian Legislature passed the community rights bill with respect to forest lands in late September 2009, and it was approved by the President on 16 October.
The National Forestry Reform Law of 2006 required the passage of legislation on community rights with respect to forest lands.
FDA was required to submit a community rights law with respect to forest lands to the National Legislature by October 2007.

The Law also requires that, within one year of its effective date, FDA develop andpresent to the National Legislature a comprehensive law governing community rights with respect to forest lands.
The Community Rights Law with respect to forest lands, which is intended to empower communities to engage in the sustainable management and use of forest resources, was finally passed by the legislature.
Progress has been made in some areas of implementation of the National Forestry Reform Law,including the Forestry Development Authority's submission to the National Legislature of legislation on community rights with respect to forest lands.
As noted by the Panel in its previous report,FDA had submitted a draft community rights law with respect to forest lands to the Legislature but there were different versions in existence and a 32-page version had been passed by the Legislature.
The Government of Liberia has since adopted other relevant legislation, including the Liberia Extractive Industries Transparency Initiative(LEITI) Act, the Lands Commission Act andthe Community Rights with Respect to Forest Lands Act.
Clarification and strengthening of tenure andaccess rights related to forest lands and use, decentralization and the promotion of partnerships among Governments, forest owners and communities, industry and trade and civil society also contribute to better forest governance.

Another important step in the reform to improve equity in forest management was the passage of the Community Rights Law with respect to Forest Lands, which grants self-defined communities the right to delineate their traditionally owned or used forest territory and manage that land for a variety of uses, including commercial timber, with the oversight of Forestry Development Authority regulation of an approved management plan.

No concession can be awarded before proper land-use planning is complete and community rights have been respected.(To that end, before October 2007,the Legislature must pass a new law governing community rights with respect to forest lands through a participatory process of consultation.) Likewise, concessions must be awarded on the basis of competitive bidding, and logging cannot begin until a management plan and environmental assessment is complete.

Inequitable distribution of resources or access to forest land and forest-based goods and services leads to inadequate attention to the social and economic dimensions of sustainable forest management, pressure on management systems and institutions, and further environmental externalities.
Afforestation" is the direct human-induced conversion of land that has not been forested for a period of at least 50 years to forest land through planting, seeding,[and/or the promotion of natural regeneration];
Reforestation" is the direct human-induced conversion of non-forested land to forested land through planting, seeding and/or the human-induced promotion of natural seed sources, on land that was forested but that has been converted to non-forested land. .
Although legislation concerning community rights to forest land and resources is stalled, the Forestry Development Agency issued regulations on commercial and sustainable extraction of non-timber forest products, forest product processing and marketing, and environmental impact assessment, and initiated vetting on the comprehensive wildlife conservation and protected area management law.
