On the basis of proposals prepared by the IRU in accordance with the above mandate(Informal document No.1),the Administrative Committee considered a new draft annex to the Convention which contained provisions relating to the issuance of visas to professional drivers, exchange of information on border crossing procedures.
The Committee reiterated its decision taken at its 67th session in 2005 on the issue of visas to professional drivers and, supporting the efforts undertaken in other fora in this regard, including the ILO, requested the secretariat to follow the matter and inform the Committee at its next session.
The Committee had also requested the secretariat to transmit a questionnaire to UNECE Governments to explore how to facilitate the issuance of visas to professional drivers, copy of which will be sent to the participants of the Working Party.
Regarding the question of the issuance of visas to professional drivers, the Inland Transport Committee at its sixty-sixth session took note of SC.1's decision that it was for the time being premature to undertake work in the form of the establishment of an ad hoc group on the problem of visas but that it would, however, accept the decision taken by the Inland Transport Committee in this regard TRANS/SC.1/373, paras. 34-36.
At its ninety-seventh session,SC.1 considered the results of a survey regarding visa issuance to professional drivers and was informed about developments in the work of WP.30 on this subject.
Cooperation including joint meetings where appropriate with other UNECE bodies such as the Working Party onCustoms Questions affecting Transport(WP.30) on the facilitation of border crossing e.g. visa issuance to professional drivers, the Working Party on Road Traffic Safety(WP.1) on the safety of infrastructure.
Effective and frequent checks of driving and rest times set out in the relevant international anddomestic regulations applicable to professional drivers of vehicles intended for the carriage of passengers and goods, both on the roadside and on company premises, using in particular the data recorded by the monitoring device, or tachograph, with which these vehicles are equipped.
At the sixty-sixth session of the Inland Transport Committee(Geneva, 17-19 February 2004, ECE/TRANS/156, paras. 58-61),the Committee had an in-depth discussion on the possible follow-up to be given to the survey conducted by the secretariat in 2002/03 on the subject of the issuance of visas to professional drivers and in particular on the proposal by the Russian Federation, supported by Belarus and Ukraine, to establish a working group in this regard.

Despite the general liberalization of trade in goods and services proclaimed by the countries of the European Union and the Schengen Agreement established by them especially for the accomplishment of that goal,the procedures being applied to professional drivers and hauliers of other countries do not help to promote the transport of goods by road within Europe and thus constrain the development of foreign trade relations on the continent.
