The General Assembly also adopted resolution 52/38 B9 in which it took note of the reports of the Secretary-General on transparency in armaments10 and requested him to seek the views of MemberStates on ways and means of enhancing transparency in the fields of weapons of mass destruction and transfers of equipment and technology directly related to the development and manufacture of such weapons, with a view to enhancing transparency in the field of conventional weapons.
States Parties should Undertake to review their national regulations governing international exchanges and transfers of equipment, materials(including biological agents and toxins), as well as scientific and technological information for peaceful purposes to ensure their consistency with the objectives of the Convention specifically the provisions of Article X and in order not to hamper the development of other States Parties.
Convinced that the principle of transparency should also apply to all weapons of mass destruction,in particular nuclear weapons, and to transfers of equipment and technology directly related to the development and manufacture of such weapons, as well as to high technology with military applications.

The inclusion in the Register of information related to sophisticated conventional weapons, weapons of mass destruction,in particular nuclear weapons, and transfers of equipment and technology directly related to the development and production of such weapons, which have a destructive and destabilizing potential much greater than that of conventional weapons, would make the Register a more balanced and comprehensive instrument and attract the participation of a greater number of countries.
Stressing the need to achieve universality of the Treaty on the Non-Proliferation of Nuclear Weapons, the Chemical Weapons Convention andthe Biological Weapons Convention as well as other instruments related to transfers of equipment and technologies directly related to the development and manufacture of such weapons, with a view to realizing the goal of the total elimination of all weapons of mass destruction.
The Group submitted a letter to Demimpex on 8 October 2009 requesting information on other possible transfers of equipment brokered or supplied by the company to the Democratic Republic of the Congo Ministry of Defence, but at the time of writing the request was still pending.

Requests the Secretary-General to seek the views of Member States on ways andmeans of enhancing transparency in the fields of weapons of mass destruction and transfers of equipment and technologies directly related to the development and manufacture of such weapons with a view to enhancing transparency in the field of conventional weapons and to include in his report to the General Assembly at its fifty-third session a special section on the implementation of the present resolution;
