Mr. Joseph Oloka-Onyango andMs. Deepika Udagama jointly presented a working paper on human rights as the primary objective of international trade, investment and finance policy and practice E/CN.4/Sub.2/1999/11.
The session was attended by the following independent experts of the SubCommission: Mr. José Bengoa, Mr. Asbjørn Eide, Mr. Vladimir Kartashkin,Ms. Deepika Udagama, Mr. Yeung Kam Yeung Sik Yuen.
Ms. Udagama suggested that three additional categories of information be included, that is: best practices, covering legislative, constitutional and other measures; institutional arrangements; and comparative jurisprudence.
The Sub-Commission, in its resolution 1999/8, decided to appoint Mr. Joseph OlokaOnyango andMs. Deepika Udagama as Special Rapporteurs with the task of preparing a study on the issue of globalization and its impact on the full enjoyment of all human rights.
Ms. Udagama and the observers for Switzerland and Turkey recommended the preparation of papers reflecting the jurisprudence emanating from different regional human rights mechanisms, including the Inter-American and African systems.
At its fiftysixth session, the Commission on Human Rights, in its decision 2000/102, endorsed the appointment of Mr. OlokaOnyango and Ms. Udagama as Special Rapporteurs to undertake a study on the issue of globalization and its impact on the full enjoyment of all human rights.
