Ms. Attwooll(United States of America) said that the report of OIOS onthe review of duplication, complexity and bureaucracy in United Nations administrative processes and procedures(A/58/211) confirmed her delegation's view that there was ample room for improving the efficiency of the Organization's administrative procedures. .
As for the time-bound plan, the report merely summarized the status of some of the issues raised two years earlier by the review of duplication,complexity and bureaucracy in United Nations administrative processes and procedures A/58/211.

Pursuant to General Assembly resolutions 48/218 B of 29 July 1994, 54/244 of 23 December 1999 and 56/253 of 24 December 2001, the Secretary-General has the honour to transmit, for the attention of the General Assembly, the attached report, conveyed to him by the Under-Secretary-General for Internal Oversight Services, on the review of duplication,complexity and bureaucracy in United Nations administrative processes and procedures.
The report also addresses the recommendations requesting the Secretary-General to develop a time-bound plan for the reduction of duplication,complexity and bureaucracy in United Nations administrative processes and procedures, including the adoption of a Secretariat-wide approach to streamline and automate them.

Under the terms of paragraph 348, he would be requested to develop a time-bound plan for the reduction of duplication,complexity and bureaucracy in United Nations administrative processes and procedures, including the adoption of a Secretariat-wide approach to streamliningand automating them, and to report to the Assembly at its sixtieth session on the plan and on the progress made in implementing it.

Mr. Nair(Under-Secretary-General for Internal Oversight Services), introducing the report of OIOS on the review of duplication,complexity and bureaucracy in United Nations administrative processes and procedures(A/58/211), said that the report highlighted a number of practical ways in which the processes under review could be improvedand the need to change some of the fundamental ways in which the Organization approached its operations.
Section III of the report contained in document A/60/342 was prepared in accordance with the request of the General Assembly in resolution 59/275 of 23 December 2004 that the Secretary-General develop a time-bound plan for the reduction of duplication,complexity and bureaucracy in United Nations administrative processes and procedures, including the adoption of a Secretariat-wide approach to streamlining and automating them.
The Committee recommended that the General Assembly request the Secretary-General to develop a time-bound plan for the reduction of duplication,complexity and bureaucracy in United Nations administrative processes and procedures, including the adoption of a Secretariat-wide approach to streamlineand automate them, and to report to the Assembly at its sixtieth session on the plan and on the progress made in implementing it.

With regard to the report of the Secretary-General on the contribution made by the Department of Management to the improvement of management practices, and time-bound plan for the reduction of duplication,complexity and bureaucracy in the United Nations administrative processes and procedures(A/60/342), his delegation agreed with the Advisory Committee that, in the absence of any quantification of the impact of the measures taken by the Department, its role in promoting improved management practices in the Secretariat was hard to evaluate.

Introducing the Secretary-General's report on the contribution made by the Department of Management to the improvement of management practices, and time-bound plan for the reduction of duplication,complexity and bureaucracy in the United Nations administrative processes and procedures(A/60/342), she said that the first part of the report focused on 23 improvements in management practices implemented by the Department, which had led to a more efficient and/or productive approach to financial and administrative processes during the period January 2003-June 2005.
