Why and when does the United Nations resort to the use of private military and security companies?
The increasing use of private military and security companies around the world and the lack of accountability for human rights violations in connection with their activities is of significant concern.

II. United Nations use of private military and security companies.
However, since the end of 2012, the United Nations has published a number of documents on its use of private military and security companies.
Until recently, accessing official information on the use of private military and security companies by the United Nations has been a challenging task.
The Working Group welcomes this United Nations initiative to reflect on such a core question regardingthe security of its staff and facilities, including the use of private military and security companies.

The Working Group noted that the use of private military and security companies worldwide continued to increase gradually over the last year, with up to 80 per cent of all such companies registered in the United Kingdom and the United States.

The national defence authorization acts for the fiscal years 2008, 2009 and2011 focus on the promulgation of regulations for the use of private military and security companies by United States Government agencies.
The use of private military and security companies by the United Nations, whether in armed conflicts, humanitarian crises or peacekeeping, set the standard for the world and must therefore be carefully regulated by suitable protocols.
The present report addresses the challenges stemming from the use of private military and security companies and their impact on the enjoyment of human rights.

In that letter,the Government noted that while the use of private military companies and contractors was distinct from the use of mercenaries, it would be pleased to provide information that would be helpful to the Special Rapporteur.
Panelists discussed two broad sets of issues:(1) the use of armed private security companies to protectUnited Nations personnel and property in the field; and(2) the use of private military and security companies in United Nations peace and humanitarian operations.

The purpose of the visit was to obtain direct and first-hand information on the use of private military and security contractors by the United States Government abroad as well as on the governmental policy and legal framework, and the regulatory and oversight system in place to monitor the impact of the activities of private military and security companies on human rights and ensure accountability for human rights violations.
The Working Group contacted a number of United Nations officials to gather information on the policy of the United Nations regarding the use of private military and security companies in the context of the United Nations peacekeeping missions or other United Nations activities in conflict-affected areas.
While the United Nations is in the process of developing its policy regarding the use of private military and security companies and has sought the guidance of the Working Group, the Working Group considers that an international convention would be invaluable in strengthening and clarifying the institutional responsibility of international organizations, such as the United Nations, for the conduct of private military and security companies.
