As of June 26, 2018,994 judges completed the qualification assessment.
The qualification assessment itself is merely an imitation of the refinement of the judicial system, which shows scant results.
These are the results of the qualification assessment of more than 3 thousand judges(another 2 thousands are still being assessed).
Judges are subject to dismissal or already dismissed based on the qualification assessment result.
The qualification assessment procedure introduced in the framework of judicial reform is mandatory for all 5,700 local and appellate court judges.
Afterwards, HQCJ legalized this manipulation by introducing changes to the qualification assessment methodology.
It should be noted that the qualification assessment for compliance with the position occupied was introduced in the framework of judicial reform for all judges of Ukraine.
We are recalling that since June 2016 2,500 judgeshave resigned, in particular, because of reluctance to undergo the qualification assessment.
Currently, 2969 judges in two groups from 999 and 1970 judges pass the qualification assessment: as of June 7, 868 judges have been completed.
According to the Higher Qualifications Commissionof Judges, between 2016 and 2018, 2043 judges passed the qualification assessment.
Indeed, the provisions of Part 1 of Article85 of the law state that one of the stages of the qualification assessment is an examination.
Judges did not pass the qualification assessment successfully, including 2 who did not pass the exam and 5 who did not get the minimum score based on the interview results.
In fact, all 17 dismissed judges are judges whodid not pass anonymous testing or the practical part of the qualification assessment(stage I).
At the same time,it was noted that the group learned that because of the qualification assessment, the judges today are afraid to make decisions on political matters.

Persons registered for participation in the competition, 846 persons submitted documents for participation, 653 of them were admitted to the competition, 625 of them-before passing the qualification assessment.
Of these 5- within the framework of primary qualification assessment, and 151- within the qualification assessment for compliance with the position occupied.
According to the qualification assessment methodology, 500 out of 1000 points, i.e., 50% of the maximum score, are obtained by candidates within the framework of the criteria of integrity and professional ethics.
How to evaluate the procedure of psychological testing ofcandidates for a judge's position as a type of test during the qualification assessment of judges and as a stage of the future qualifying examination?
Among the judges who failed to pass the qualification assessment, one half(76 judges) did not pass the exam, the other half(75 judges) did not get the minimum allowable score at the interview.
Thus, during competition to the SupremeCourt, the Public Integrity Council revealed false information in the declarations of at least 44 candidates, who have successfully passed the NAPC's verification, at the qualification assessment stage.

Kozlov continues to"boycott" the plenary meetings of the Commission, and disputes over the powers of the three members of the HQCJ remain unresolved, it is unlikely that the Commissionwill be able to fully conduct the qualification assessment procedure.
It is likely that the increased interest of judges in this court was driven not so much by the motivation to work in it,as by the desire to pass the qualification assessment that all judges have to undergo in clearing the judicial corps.
Prior to these events, the HQCJ, in a joint public statement with the High Council of Justice(hereinafter- the HCJ, Council), the Council of Judges of Ukraine, the State Judicial Administration of Ukraine, the National School of Judges of Ukraine, and the Chairman of the Supreme Court,recommended to consider the possibility of accelerating the course of the qualification assessment.
This situation perfectly demonstrates that for the effective assessment of the work, it is necessary to change both the procedure itself andthe people responsible not only for the qualification assessment of judges, but also for making objective decisions.
Judges, including retired judges being members of the Working Group, have managed to include a very specific provision in the Concept on the removal from the transitional provisions of the Law“On Judicial System and Status of Judges”, which gives the right to judges for life long retirement compensation, calculated on the basis of high pay implemented by this lawonly after they have worked for three years following the qualification assessment.
