During her speech on the second day of"EITI in Ukraine: How to Manage Resources Efficiently" conference, Olena Pavlenko, President of DiXi Group's Think Tank and Deputy Chairperson of the Multi-Stakeholder Group, noted that failed voting on the transparency bill was displeasing but it was a good chance to improve the document.

Запуск цих ініціатив має бути добре продуманим, обговореним з усіма заціковленими сторонами, тоді його результатом буде справді конкурентна ціна на газ для усіх споживачів і довіра учасників ринку як до держави, так і до правил, встановлених нею»,- заявила Олена Павленко, президент DiXi Group.
The launch of these initiatives should be well thought out, and discussed with all the stakeholders, then it will result in a truly competitive gas price for all consumers and trust of market players to both the state and the rules established thereby," said Olena Pavlenko, President of DiXi Group.

Водночас, Олена Павленко, президент аналітичного центру DiXi Group, зазначила, що, відповідно до засад закону, на виконання великої кількості першочергових і важливих кроків в України є дуже мало часу(наприклад, на формування Конкурсної комісії потрібно приблизно 2 місяці, а тому переговори про кандидатів у цю Комісію потрібно вести веж зараз), що має спонукати всіх стейкхолдерів якнайшвидше розпочинати діяти.
Meanwhile, Olena Pavlenko, President of the DiXi Group Think Tank, noted that, pursuant to the law, Ukraine has very little time to perform a large number of urgent and important steps(for example, the formation of the Tender Commission takes approximately 2 months, so the negotiations on candidates to the Commission should be conducted right now) that should encourage all the stakeholders to proceed to business as soon as possible.

If we want to attract serious investors, and carry on a fruitful dialog with them, and work with responsible partners, we, on our part, should also show willingness to cooperate. So, it makes sense to continue working on data collection to show the best result," underlined Olena Pavlenko, Deputy Chairperson of the Multi-Stakeholder Group.

Olena Pavlenko, President of DiXi Group which coordinates the coalition, stressed that three major factos for successful implementation of the EU energy directives are the cooperation of“champions” who are ready to reform the country- in the government, the parliament and expert community; the inclusion of clear demands to finance assistance packages by the Western donors; and the cooperation with European experts for development and promotion of new legislation in Ukraine.

Такі обговорення дають можливість зосередити діяльність на найбільш важливих для всіх напрямках, визначити пріоритетні напрямки. Сподіваюсь, визначені нами пріоритети ще більше об'єднають зацікавлені сторони навколо Ініціативи та реформи видобутку в Україні",- підкреслила Олена Павленко.
It is necessary to hear all the parties from time to time- to what extent EITI really affects their activities and priorities. Such discussions allow us to focus on the areas which are most important for all, to identify the priority areas. I hope that the priorities we have identified will further bring together the stakeholders around Initiatives and production reforms in Ukraine” Olena Pavlenko emphasized.

Крім того, треба визначитись із засобами впливу, які застосовуються за ненадання інформації. В ході підготовки першого звіту ІПВГ 8 компаній відмовилися надати інформацію, ще 40 проігнорували запит, оскільки знали, що їм за це нічого не буде. Також має бути чітко прописано відповідальність- який конкретно орган, яку інформацію має надати", зазначила Олена Павленко.
In addition, it is important to determine enforcement instruments to be applied in case of failure to provide necessary information. In the course of preparation of the first EITI Report, 8 companies refused to provide information, another 40 companies disregarded the request as they knew they would not be punished for it. In addition, it is necessary to include precise provisions on responsibility, i.e. which information shall be provided by which body”, noted OlenaPavlenko.

На думку Олени Павленко, Україна рухається вперед з точки зору реформ у енергетичному секторі, але прогрес уповільнюється.
For Olena Pavlenko, Ukraine is moving forward in terms of reforms of the energy sector, but progress is slowing down.

За словами Олени Павленко, більшість із виступаючих визнали, що попри всі труднощі Україна демонструє швидкі темпи і якісні результати у реформуванні.
