In this case, the action of Member States is framed by two elements.
I would like to draw attention, today,to three matters related to coordination of the action of Member States.
Need of an EU legislative act to promote and support the action of Member States in the field of prevention of violence against women.
The European Council confirms the five EU headline targets which will constitute shared objectives guiding the action of Member States and the Union.
In fact, the Japanese authorities were the first to ask us to coordinate the action of Member States because they preferred coordinated, rather than bilateral, support from the different Member States. .
Too, the Commission's communication of 4 March sets out a number of important principles which should guide the action of Member States.
The EU action is complementing the competencies and action of Member States who in many cases(like in the area of residence permits, asylum decisions, reception of refugees, external border management etc.).
Funding covered by the Justice Programme concentrates on activities where the Union's intervention can bring additional value compared to action of Member States alone.
Today, there is neither a legislative act establishing measures to promote and support the action of member states in the field of prevention of violence against women, nor a comprehensive strategy to combat gender based violence.
To that end, the Union may adopt measures to develop judicial cooperation in civil matters and judicial cooperation in criminal matters andto promote and support the action of Member States in the field of crime prevention.
EU action complements the competencies and action of Member States who in many cases(such as in the area of residence permits, asylum decisions, reception of refugees, external border management etc.) retain exclusive competences.
It confirmed five EU headline targets which constitute shared objectives guiding the action of Member States and the Union as regards promoting employment;
The legislative act has to promote and support the action of Member States in the field of prevention of violence(namely for gathering and exchanging information, training of the officials involved, exchange of experiences and good practices, awareness raising and funds.).
The role of the European Union in the area of multilinguism is not to replace the action of Member States but rather to support and supplement such action. .
The Treaty allows the EU to establish'measures to provide incentives and support for the action of Member States with a view to promoting the integration of third-country nationals residing legally in their territories, excluding any harmonisation of the laws and regulations of the Member States. .
The objective of the Regulation should be to establish measures to promote and support the action of Member States in the field of prevention of gender-based violence.
European laws of framework laws may establish measures to provide incentives and support for the action of Member States with a view to promoting the integration of third-country nationals residing legally in their territories, excluding any harmonisation of the laws and regulations of the Member States. .
Furthermore, given the borderless nature of cyber threats, there is a need to increase capabilities at Union level that could complement the action of Member States, in particular in the case of large scale cross-border cyber incidents and crises.
The 2020 Strategy confirmed five EU headline targets which constitute shared objectives guiding the action of Member States and the Union as regards promoting employment, improving the conditions for innovation, research and development, meeting our climate change and energy objectives, improving education levels and promoting social inclusion, in particular through the reduction of poverty.
To that end, the Union may adopt measures to develop judicial cooperation in civil and criminal matters andpromote and support the action of Member States in the field of crime prevention, notably for the prevention and reduction of drug demand and supply.
Furthermore, given the borderless nature of cyber threats,there is a need to increase capabilities at Union level that could complement the action of Member States, in particular in cases of large-scale cross-border incidents and crises, while taking into account the importance of maintaining and further enhancing the national capabilities to respond to cyber threats of all scales.
To that end, the Union may adopt measures to develop judicial cooperation in civil matters and judicial cooperation in criminal matters andto promote and support the action of Member States in the field of crime prevention and victims' rights protection, with due regard for the gender-sensitive perspective.
The legal basis for integration introduced through the Lisbon Treaty(Article 79 point 4 TFEU)covers measures established to provide incentives and support for the action of Member States with a view to promoting the integration of third-country nationals residing legally in their territories, excluding any harmonisation of the laws and regulations of the Member States. .
The Agency shall increase cybersecurity capabilities at Union level in order to complement the action of Member States in preventing and responding to cyber threats, notably in the event of cross-border incidents.
Requests the Commission to submit, by the end of 2014, on the basis of Article 84 TFEU,a proposal for an act establishing measures to promote and support the action of Member States in the field of prevention of violence against women and girls(VAWG), following the detailed recommendations set out in the Annex hereto;
The European Parliament and the Council, acting in accordance with the ordinary legislative procedure,may establish measures to provide incentives and support for the action of Member States with a view to promoting the integration of third-country nationals residing legally in their territories, excluding any harmonisation of the laws and regulations of the Member States. .
Article 79(4) TFEU in the domain of migration on the basis of which:“[…]The European Parliament and the Council, acting in accordance with the ordinary legislative procedure,may establish measures to provide incentives and support for the action of Member States with a view to promoting the integration of third-country nationals residing legally in their territories, excluding any harmonisation of the laws and regulations of the Member States[…]”.
