This Community Scheme.
It shall provide for the temporary exclusion of those installations from the Community scheme.
The Community scheme may serve as a model for the use of emissions trading worldwide.
(a) the implications and impacts of this Directive as regards the overall functioning of the Community scheme;
The Community scheme can thereby serve as a model for the expansion of the scheme worldwide.

(-1) Throughout the Directive, the term'Community scheme' is replaced by'EU ETS' and any necessary grammatical changes are made.

(q)‘administering Member State' means the Member State responsible for administering the Community scheme in respect of an aircraft operator in accordance with Article 18a;
(19) The provisions of the Community scheme relating to monitoring, reporting and verifying emissions and to penalties applicable to operators should also apply to aircraft operators.
Emissions trading schemes being developed in third countries are beginning to provide for optimal interaction with the Community scheme in relation to their coverage of aviation.
Developing and implementing a"Harmonized Community Scheme" for the training and assessment of competences of port state control inspectors by Member States;
Third parties range from EU officials and pensioners, Member StatesŐ public authorities managing funds to private firms andindividuals directly benefiting from aid under a Community scheme.
(f) the impact of the Community scheme on the structural dependency on aviation transport of islands, landlocked regions, peripheral regions and the outermost regions of the Community; .
Without prejudice to the application of Articles 87 and 88 of the Treaty,where activities are covered by the Community scheme, Member States may consider the implications of regulatory, fiscal or other policies that pursue the same objectives.
(d) the impact of the Community scheme on the aviation sector, including issues of competitiveness, taking into account in particular the effect of climate change policies implemented for aviation outside the EU;
(14) The objective of the amendments made to Directive 2003/87/EC by this Directive is to reduce the climate change impact attributable to aviation by including emissions from aviation activities in the Community scheme.
For those Member States which did not participate in the Community scheme in 2005,the relevant emissions shall be calculated using their verified Community scheme emissions under the Community scheme in 2007.
(19) Project-based mechanisms including Joint Implementation(JI) and the Clean Development Mechanism(CDM) are important to achieve the goals of both reducing global greenhouse gas emissions andincreasing the cost-effective functioning of the Community scheme.
(d) the impact of the Community scheme on the aviation sector, including issues of competitiveness, taking into account in particular the effect of climate change policies implemented for aviation outside the EU;
Where such bilateral arrangements are made,the Commission may amend the types of aviation activities included in the Community scheme, including consequential adjustments to the total quantity of allowances to be issued to aircraft operators.
Bilateral arrangements on linking the Community scheme with other trading schemes to form a common scheme or taking account of equivalent measures to avoid double regulation could constitute a step towards global agreement.
(26) Notwithstanding the multifaceted potential of market-based mechanisms,the European Union strategy for climate change mitigation should be built on a balance between the Community scheme and other types of Community, domestic and international action.
The Commission and the Member States shall act in order toensure the necessary coordination between this Community Scheme and national schemes in the Member States, in particular, in the selection of product groups as well as in the development and revision of criteria at Community and national level.
In advance of each period referred to in Article 11(2), each Member State shall publish in its national allocation plan its intended use of ERUs and CERs andthe percentage of the allocation to each installation up to which operators are allowed to use ERUs and CERs in the Community scheme for that period.
CERs issued in respect of emission reductions achieved from projects implemented in LDCs which were eligible for use in the Community scheme during the period from 2008 to 2012, until those countries have ratified a relevant agreement with the Community or until 2020, whichever is the earlier;
