Member States shall consult all other Member States before taking the decision referred to in paragraph 1.
Every decision referred to in this Directive which is taken by the competent authority of a Member State shall state in detail the reasons on which it is based.
Such solutions shall not run counter to the objectives of the decision referred to in paragraph 1 or impair its effectiveness.
Until entry into force of the decision referred to in Article 263 of the Treaty on the Functioning of the European Union, the allocation of members of the Committee of the Regions shall be as follows.
The Member State referred  to in paragraph 1 may maintain the suspension until the decision referred to in paragraph 2 has been notified to it.

Member States which do not take the decision referred to in the first subparagraph in respect of calendar year 2014 may, by 1 August 2014, take that decision,  in respect of calendar years 2015 to 2019.
To take account of the accession of Croatia, the number of members of the Committee of the regions is temporarily increased to 353 for the period from the date of accession at the end of the term during which Croatia accedes to the Union orthe entry into force of the decision referred to in article 305, second paragraph, TFEU whichever comes first.
The Chair of the Board shall notify, without undue delay, the decision referred to in paragraph 1 to the supervisory authorities concerned.
