Each activity report includes a declaration of assurance in which the Director states that.
As you know, with the exception of four or five Member States,they are not ready to give their declaration of assurance.

There is a declaration of assurance by a Director-General of Regional Policy, who says, and I quote him, that for 38 out of 79 programmes, the Directorate-General does not have reasonable assurance on the legality and regularity of the underlying transactions in relation to reimbursements in 2009 of expenditures declared.
The standing instructions on the AARs contain harmonised guidelines which can be used throughout the Commission on reporting in the AAR for the calculation of(residual) error rates,the financial impact of these errors as amount at risk, the materiality for a potential reservation and their impact on the AOD's declaration of assurance.
In his Declaration of assurance for the year 2013 ECHA's Executive Director confirmed reasonable assurance that resources have been used for their intended purpose and in accordance with the principles of sound financial management, and that the control procedures in place give the necessary guarantees concerning the legality and regularity of the underlying transactions.
As a consequence of the reservation on rural development expen diture made by the Director-General of DG AGRI in his declaration of assurance in the Annual Activity Report 2011, the Commission services have started in cooperation with the Member States(June 2012), an in depth analysis of the situation in order to diagnose the underlying reasons for the higher error rates and determine specific corrective actions.
