The European Union's action on the international scene is guided by the principles that inspired its own creation, development and enlargement, and which are also embedded in the United Nations Charter and international law.
Results for policies directly managed by the Commission keep improving, according to the Court's report, with a continuous fall in the error rate inareas such as research, external aid, development and enlargement.
However, in any event, there are unresolved issues on the agenda, linked to irregularities in the areas of external aid, development and enlargement, agriculture, research, energy and transport, education and citizenship.
This chapter covers the Court's findings on policy group External aid, Development and Enlargement, which comprises the following policy areas: 19-External relations; 21-Development and Relations with African, Caribbean and Pacific(ACP) States(1); 22-Enlargement; and 23-Humanitarian aid.

The European Union's action on the international stage must centre on the principles that have governed its creation, development and enlargement, and it must promote these values in the rest of the world.
In the policy area External Aid, Development and Enlargement the Court finds that underlying transactions are affected by a material level of error of legality and/or regularity mostly within transactions managed by implementing organisations(see paragraph 8.31)and that the supervisory and control systems are partially effective(see paragraph 8.32).
