ILO Convention on forced or compulsory labour.
(1) To give effect to the provisions of this Convention the competent authority shall issue complete andprecise regulations governing the use of forced or compulsory labour.

Forced or compulsory labour is any workor service that is exacted from a person under the threat of penalty, and for which that person has not offered himself or herself voluntarily.
