In June 2008, the Modernised Customs Code(MCC)5 entered into force.
The mechanism for mutual data exchange shall be implemented at the latest when Title I,Chapter 2, Section 1 of the Modernised Customs Code is applicable.

In any event, when the Modernised Customs Code enters into force, for seized goods the customs debt will always be extinguished, regardless of the place where the goods are seized.
As regards the indication of the code for the country of destination the Commission has already discussed with Member States the idea to make it mandatory in the framework of the implementation of the Modernised Customs Code.
The Commission's e-Customs Decision, the Modernised Customs Code(MCC) and ultimately the Union Customs Code(UCC) paved the way towards and outlined the required IT systems for modernising the Customs Union.

Furthermore, the provisions on the period of grace will be tightened in the implementing provisions of the Modernised Customs Code.(c) The Commission intends to introduce, in consultation with the Member States, a strict deadline for replying to bilateral consultations.
As mentioned by the rapporteur, I would stress the need for the Commission and the Principality of Andorra to engage in further talks in order totake into account and if necessary to adapt bilateral agreements to the ongoing implementation of the Modernised Customs Code, which should be completed within the EU within two years.
The current legislation does not impose an obligation on a trader who holds a BTI to declare or use that BTI when clearinghis goods through customs. However, the Modernised Customs Code(MCC) will make the BTI binding on the holder, see the reply to paragraph 26.
The result published today indicates that SMEs see the biggest difficulties and costs as a consequence of the rules regarding the REACH chemical legislation, value added tax, product safety, recognition of professional qualifications, data protection, waste legislation, labour market related legislation, recording equipment for road transport,public procurement and the modernised customs code.

The Community Customs Code has been modernised following the expiry of the ECSC Treaty and the two successive enlargements of the European Union.
In parallel, electronic customs systems are being developed over a transitional period lasting until 2020, in order to gradually adapt to the new, modernised Union Customs Code requirements.
