Extension of the date of application of this Regulation to provisional authorisations, as referred to in Article 30(3);
Member States may extend provisional authorisations for plant protection products containing pinoxaden and meptyldinocap for a period ending on 31 May 2016 at the latest.
Products containing new active substances that are still under assessment may also be allowed on the market where a provisional authorisation is granted.

It is also appropriate to allow Member States to extend provisional authorisations granted for plant protection products containing gamma-cyhalothrin in order toprovide them with the time necessary to fulfil the obligations set out in this Regulation as regards those provisional authorisations.

Where the decision on approval cannot be finalised within the period provided for due to reasons not falling under the responsibility of the applicant,Member States should be able to grant the provisional authorisations for a limited period in order to facilitate the transition to the approval procedure provided for under this Regulation.

(2) After inclusion of a new active substance, Member States should be allowed a reasonable period to implement the provisions of Directive 91/414/EEC as regards plant protection products containing this active substance andin particular to review existing provisional authorisations and, by the end of this period at the latest, to transform those authorisations into full authorisations, to amend them or to withdraw them in accordance with the provisions of Directive 91/414/EEC.
