This also means that, despite the cross-border nature of Union-wide roaming services,there are divergent approaches in relation to the billing of regulated roaming calls which distort competitive conditions in the internal market.
As regards the duration of outgoing roaming calls, the EESC calls for the minimum initial charging period, currently fixed at 30 seconds, to be reduced, whilst taking account of developments in this area in certain Member States.

Since 2007, we have provided our clients with the lowest prices in Bulgaria for roaming calls towards European Union countries, and since 2008, we are offering new, attractive prices for roaming calls towards countries outside the European Union(EU).
The average wholesale charge referred to in paragraph 1 shall be calculated by dividing the total wholesale roaming revenue received by the total number of wholesale roaming minutes actually used for the provision of wholesale roaming calls within the Union by the relevant operator over the relevant period, aggregated on a per second basis.
