The target was achieved seven years ahead of schedule, in FY2013,which led to additional activities to reduce CO2 emissions even further.
In-kind contributions to additional activities outside the JU work programme represented the largest part of the contributions from private members 27.
The implementation rate for in-kind contributions for operational activities was 25%,while that for in-kind contributions to additional activities was close to 75%.
As we have no right to audit in-kind contributions to additional activities we cannot provide an opinion on the nature, quality or reality of such contributions15.
In the case of four JUs(CS, FCH,BBI, S2R), the founding regulation allows for in-kind contributions by private members to additional activities outside the JUŐs work programme.
As we have no right to audit members' in-kind contributions to additional activities, we cannot provide an opinion on their nature, quality and quantity(see also paragraph 39).
The significant difference between the EUŐs andthe industry membersŐ contributions is explained by the fact that the industry members had already declared a significant amount of in-kind contributions to additional activities.
Out of the 1 755 million euro of industry membersŐ contributions to be made to additional activities, 294,8 million euro had been reported and certified(10) by the end of 2016.
The EU contribution(Horizon 2020) will be €975 million,while the Bio-based Industries Consortium will contribute €2730 million(of which €1755 million will be dedicated to additional activities such as Flagship projects).
However, as we have no right to audit the members' in-kind contributions to additional activities, we cannot provide an opinion on their nature, quality and quantity.
The members from the Industry and Research Groupings are expected to contribute resources of at least 380 million euro to the Horizon 2020 projects funded by the FCH Joint Undertaking(5),including at least 285 million euro of in-kind contributions to additional activities(6).
The minimum leverage factor increases to 1,1814 if the industry members' contributions to additional activities outside the Joint Undertaking's work programme are equally included.
The industry members of the Joint Undertaking are to contribute resources of at least 470 million euro(3), consisting of at least 350 million euro of in-kind and cash contributions to the Joint UndertakingŐs operational activities and administrative costs,together with at least 120 million euro of in-kind contributions to additional activities(4).
Consequently, by the end of 2017, the total contributions of the industry members amounted to 477 million euro(of which 89% are contributions to additional activities), compared to the EU cumulative cash contribution of 484,8 million euro.
Out of the at least 965,25 million euro of private members' contributions to be made to additional activities outside the work programme of the Joint Undertaking, by the end of 2017, the private members had already reported 594 million euro out of which 423 million euro had been certified.
Consequently, by the end of 2017, the total contributions from the industry andresearch members amounted to 585 million euro(of which 95,5% are contributions to additional activities), compared to the EU cash contribution of 234,3 million euro(see also paragraph 41).
Out of the at least 120 million euro of industry members' contributions to be made to additional activities outside the work programme of the Joint Undertaking, by the end of 2017 the members had already reported 130million euro(108%), of which 86,3 million euro had been certified.
This 4 billion euros consisted of: o 1,7 billion euros of in-kind contributions to the JUsŐ H2020 own operational activities(of which approximately 0,6 billion euros were certified at the end of 2018); ando 2,3 billion euros of in-kind contributions to additional activities performed outside the JUsŐ work programmes but within the scope of the JUsŐ objectives. 23.
Out of the 120 million euro of industry membersŐ contributions to be made to additional activities, by the end of 2016 the members had already reported 55 million euro(45,8%), of which 35,2 million euro had been certified.
Other members of the Joint Undertaking are to contribute resources amounting to at least 2 730 million euro over the period of the Joint Undertaking(5), including cash contributions of at least 182,5 million euro,in-kind contributions to additional activities(6) of at least 1 755 million euro and in-kind contributions to the Joint UndertakingŐs activities(7).
Out of the at least 285 million euro of industry andresearch members' contributions to be made to additional activities outside the work programme of the Joint Undertaking, by the end of 2017, the members had already reported 558,5 million euro15, of which 382,2 million euro had been certified, and therefore the target was exceeded by far.
Consequently, by the end of 2017,the total contributions from the industry members amounted to 670,2 million euro(of which almost 100% are contributions to additional activities), compared to the EU cash contribution of 150,7 million euro(see also paragraph 36).
Out of the at least 1 755 million euro of industry members' contributions to be made to additional activities outside the work programme of the Joint Undertaking, 663,6 million euro had been reported and certified by the end of 2017(39%).
Consequently, by the end of 2017, the total contributions from industry members,amounted to 169,8 million euro(of which 76% are contributions to additional activities), compared to the EU cash contribution of 83,2 million euro(see also paragraph 38).
This estimated leverage takes into account the private members' cash contributions actually paid(1,3 million euro) plus the in-kind contributions of private members(137,4 million euro) committed in the signed grant agreements plusthe certified in-kind contributions to additional activities(382,2 million euro), divided by the cash contributions committed by the Commission in the signed grant agreements(395,6 million euro).
The difference is explained by the other membersŐ high contribution to the additional activities of the Joint Undertaking.
Consequently, for these JUs only one minimum leverage ratio including both the contributions to operational and additional activities was calculated.
It is not permitted to propose additional activities and costs.
Any additional activities will help to shed pounds.
They will also work with the local community to develop additional activities.
