I must say that I am very grateful to the shadow rapporteurs.

Mr President, ladies and gentlemen,I should like to start by expressing my deep gratitude to the shadow rapporteurs for their kind cooperation on this report.

First of all, sincere thanks to the shadow rapporteurs for their excellent collaboration.
Madam President, ladies and gentlemen, I would first of all like to express my thanks to everyone who took part in drawing up this report,with particular thanks to the shadow rapporteurs from all political groups.
I also extend my thanks to the shadow rapporteurs who contributed to every stage of the negotiations with constructive and very useful suggestions.
In this regard, I am particularly grateful to your committees, to the rapporteurs, to Mr Schwab andMs Wallis and to the shadow rapporteurs for their hard work in search of a compromise.
Therefore, I would like to express my recognition and gratitude to the Spanish Presidency, the Council and the Commission,as well as to the shadow rapporteurs on the Committee on International Trade and everybody involved, for their positive and constructive approach.
I would like to express my thanks to the shadow rapporteurs- Mrs Ulvskog, Mr Rohde, Mr Turmes, Mr Szymański and others- for the fact that we have built this consensus in such a nice way.
All the contributions have helped in the drafting of this report and, thanks to the cooperation of all the political groups, andI am especially grateful to the shadow rapporteurs, we have on the table today a consistent text that sends out a powerful message.

Madam President, I would first like to join with the previous speaker in expressing my sincere thanks to both rapporteurs, Mrs Fajon and Mrs Ludford, on behalf of the Committee on Foreign Affairs and the Committee on Civil Liberties, Justice and Home Affairs,and also to the shadow rapporteurs.
I would like to express my compliments, in particular, to the shadow rapporteurs and members of Parliament, as without their support I would not have been able to achieve this result.
May I express my sincere thanks to the shadow rapporteurs who have helped me in my endeavours and who have provided support in the tough negotiations with the Council and the Commission; I wish to acknowledge the draftsmen of the opinion of the Committee on Legal Affairs and the Committee on the Environment, Public Health and Food Safety for their contributions.
Mr President, Commissioner Piebalgs, ladies and gentlemen,as the debate draws to a close, I would just like to express my sincere thanks, once again, to the shadow rapporteurs and to Mrs Lochbihler, for the constructive and results-oriented cooperation stretching back over a year of working together.
Let me also extend my compliments to the shadow rapporteurs as well to the Committee on Legal Affairs and the Committee on Foreign Affairs who have worked hard and constructively during the whole process.
Mr President, I would like to start by expressing my gratitude to the shadow rapporteurs, with whom I enjoyed sound collaboration in the course of producing this report.
I would like to express my gratitude to the shadow rapporteurs- Mrs Soullie, Mrs Willmott, Mrs Vălean, Mrs Evans, Mr Nicholson and Mrs Rosbach- for their help during a series of complicated negotiations; and I am grateful for the exceptional support I received from the Parliament's legal services and codecision unit.
As Chair of the Committee on Petitions, please allow me to offer my particular thanks to Mrs Wallis andMr Häfner in addition to the shadow rapporteurs who- making up a sizeable team- were able to correctly channel all the feelings that emerged in the debate conducted within the Committee on Petitions.
I should like to finish off with a word of thanks to the shadow rapporteurs, Mrs Chambris from the European Commission and Mr Sousa de Jesus from the Group of the European People's Party(Christian Democrats) and European Democrats for our excellent working relationship.

At the Commission, we are, of course,also grateful to the shadow rapporteurs, who have seen this this work through in a constructive manner, as the rapporteur stressed in his speech, and through this collaboration it has thus also been possible to incorporate into the common position the chief concerns expressed by the Committee on Agriculture and Rural Development.

Before I get to the detail of the text, please allow me to express a few thanks:first of all, to the shadow rapporteurs from all of the political groups; secondly, to the rapporteurs and members of the Committee on Transport and Tourism and the Committee on Industry, Research and Energy for their opinions; and thirdly, to the Commissioner and her team- we have had a number of very constructive meetings about this.
I would also like to express my thanks for the unconditional support I have received as rapporteur of the GSM Directive,particularly to the shadow rapporteurs who have worked with me and to Commissioner Reding for the flexibility she has shown throughout the process of giving Parliament back the role we had been demanding: to take part in the strategic planning of the use of the radio spectrum.
