The Strategy should take as a starting point the fact that the advertising market for electronic media currently amounts to around 95 million euros, of which 35 million for RTS.

Moreover, due to the fact that the Public Service is a competitor of commercial stations on the advertising market, direct budget funding as described above could undermine the competition on that market. .
The new Law on Electronic Media must guarantee the freedom of receiving andrebroadcasting media services from other states, as well as prevent irregularities on the advertising market.
The EP demands that"equal access to the advertising market by all participants be ensured, including the sums given by state institutions for advertising  and marketing".

Bearing in mind that the entire advertising market  in the reporting period didn't exceed 160 million euros annually, one may infer that the public sector is the biggest media financier in Serbia and that the media providers rely for the most part on the public sector,as the most dominant player on the advertising market and media scene in Serbia as a whole.
The council also analysed media PR agencies' ownership structures andconcluded some have a very significant place in the advertising market, because"in addition to buying out advertising  space from the media, they also work with a number of state institutions.".
Since this contract was not been concluded for seven years, the PBS managed the broadcasting infrastructure on its own, which created a situation in which PBS was able to control the distribution of thesignal of commercial broadcasters, which at the time were still its competitors on the advertising market.
(Fonet, Press, 15.06.2011) Taking into account the size of the country and its population, more than a thousand registered media outlets in Serbia is way too much,considering that the advertising market cannot support so many outlets, says Gregory Pitts, head of the Communications Department of the American University of North Alabama.
Furthermore, it insists on the bookkeeping separation of commercial and public functions of the existing public service broadcasters, as well as on the TV subscription fee as the main source of financing of the public service broadcasting. Furthermore,the increase of the collection rate thereof must be accompanied by the narrowing of the rights of public service broadcasters to compete with commercial media on the advertising market.
