Naime, Ratel je već bio pripremio Nacrt pravilnika kojim je bilo predviđeno da se upražnjene frekvencije Televizije Avala iskoriste PRAVNI MONITORING MEDIJSKE SCENE U SRBIJI- Izveštaj za april 2013. za širenje Inicijalne mreže za testiranje digitalnog TV signala, i o tom Nacrtu su se vodile konsultacije od 21. marta do 5. aprila 2013.

Regarding technical requirements, Reljin said that Serbia had the opportunity to apply for a project funded from the EU pre-accession funds- it was awarded a project involving the procurement of a large quantity of the state-of-the-art equipment worth 8 million EUR. The equipment is now functional within the JP ETV initial network.
Što se tiče onoga što je bilo neophodno uraditi u pogledu tehnike, Reljin je rekla da je Srbija imala sreću što je mogla da konkuriše za projekat iz predpristupnih fondova EU- tako je dobijen projekat kojim je obezbeđena velika količina opreme poslednje generacije vredna 8 miliona EUR koja je sada u funkciji u inicijalnoj mreži JP ETV.

This is important because no separate license is issued for broadcasting in the Initial Network; broadcasting is performed on the basis of the existing terrestrial licenses issued at an open competition(except in the case of the republic and provincial public service broadcasters, whose programs are broadcast nationally/in the province directly on the basis of the Law), with a defined service zone of the Initial Network, in order for the broadcaster to be included in the latter.
Ovo je važno zato što se za emitovanje u Inicijalnoj mreži ne izdaju posebne dozvole, već se emitovanje vrši na osnovu postojećih dozvola za zemaljsko emitovanje koje su izdate na javnom konkursu( osim u slučaju republičkog i pokrajinskog javnog servisa, čiji se programi na nacionalnom, odnosno pokrajinskom području, emituju neposredno na osnovu zakona) sa definisanom servisnom zonom, koja mora da bude pokrivena servisnom zonom Inicijalne mreže, da bi emiter u nju mogao da uđe.

Namely, the amended Strategy provides that the switchover to digital terrestrial television broadcasting will start by switching on the Initial Network for testing the digital TV signal from 15 sites indicated in Annex 4 of the Allocation Plan.
Naime, izmenjena Strategija za prelazak sa analognog na digitalno emitovanje radio i televizijskog programa upravo predviđa da će prelazak na digitalno zemaljsko emitovanje televizijskog programa otpočeti pokretanjem Inicijalne mreže za testiranje emitovanja digitalnog TV signala sa 15 lokacija koje su navedene u Aneksu 4 Plana raspodele.
