The key change lies in the fact that the frequencies formerly used by TV Avala have been committed for the needs of expanding the Initial Network for testing the digital TV signal.
RATEL's Draft foresees that the Initial Network will be able to use a larger number of frequency channels, which will enable testing of the signal with greater strength than it has been the case until now.
The most significant change was the one providing for the switchover by gradual switching-off of thesignal by region(in stages) and the setting up of the Initial Network for experimental digital broadcasting.
Accordingly, in the Initial Network covering about 40% of the Serbian population, ETV will air the programs of the public service broadcaster and the programs of national commercial broadcasters at the national level.

The expanded initial network began operating in November 2013, and the signal was broadcast from 35 sites covering more than 75% of population. Currently, digital signal is available to more than 93% of Serbian citizens.
Lazarevic said that television signal in Serbia was currently broadcast from 15 initial network locations, stressing, however, that it was a low power broadcast for the purpose of testing the distribution network. .
In the meantime, the initial deadline for the switchover- April 4, 2012- was exceeded, but certain frequencies were left vacant after some stations were shut down,which enabled some form of simulcast by setting up the Initial Network for experimental digital broadcasting.

Namely, RATEL had already prepared the Draft LEGAL MONITORING OF SERBIAN MEDIA SCENE-Report for April 2013 Rulebook foreseeing the vacant frequencies formerly held by TV Avala to be used for expanding the Initial Network for testing the digital TV signal, which was subject to consultations held between March 21 and April 5, 2013.
Regarding technical requirements,Reljin said that Serbia had the opportunity to apply for a project funded from the EU pre-accession funds- it was awarded a project involving the procurement of a large quantity of the state-of-the-art equipment worth 8 million EUR. The equipment is now functional within the JP ETV initial network.
Namely, RATEL had already prepared the Draft Rulebook foreseeing the vacant frequencies formerly held by TV Avala to be used for expanding the Initial Network for testing the digital TV signal, which was subject to consultations held between March 21 and April 5, 2013.
This is important because no separate license is issued for broadcasting in the Initial Network; broadcasting is performed on the basis of the existing terrestrial licenses issued at an open competition(except in the case of the republic and provincial public service broadcasters, whose programs are broadcast nationally/in the province directly on the basis of the Law), with a defined service zone of the Initial Network, in order for the broadcaster to be included in the latter.
Namely, the amended Strategy provides that the switchover to digital terrestrial television broadcasting will start by switching on the Initial Network for testing the digital TV signal from 15 sites indicated in Annex 4 of the Allocation Plan.
On the other hand, regardless of the unjustified delay,the adoption of the Allocation Plan removed the regulatory obstacles for expanding the initial network from 15 to 35 frequencies/sites, which will enable the remaining part of the EU- donated equipment to be installed. Furthermore and even more importantly, it will enable a greater number of citizens to receive the digital signal through that network. .
