In 2011, 82 operators were registered in Serbia for media content distribution, which provided their services through the following telecommunications networks: cable networks(coaxial, hybrid and optical)- 76 operators; through public landline telephone network- 3 IPTV operators and through satellite network(Direct to Home)- 3 operators.
According to the RATEL report, in 2011, there were 76 operators offering their services via cable distribution networks.96 Seven biggest operators(SBB, PTT, Kopernikus Technology, Telekom Srbija, IKOM,DIGI Sat and Radijus vektor) had over 85% share on the market of media content distribution.

Concerning the implementation of the Law on Electronic Media, we have analyzed the problem of the legal grounds for inserting localized advertising messages in the programs of transfrontier channels distributed in Serbia through media content distribution networks(primarily cable) and other channels.
ANEM also demanded a new analysis of the market of media content distribution be performed by RATEL as soon as feasible. If innefective competition on this market is established, ANEM said, ETV should be declared an operator with substantial market strenght and proper regulatory obligations should be prescribed in line with the Law on Electronic Communications.
