These priorities are in the fields of road and railroad infrastructure, environmental protection, education and healthcare.
The expected breach of the budget framework of 2.8% of GDP(15-20 bn dinars)is mostly the consequence of higher investments into the road and railroad infrastructure, which is also good.
Improving the road and railroad infrastructures and investing in the energy sector are also planned.
A little under 100 million Euros remain for the increase in investments into the road and railroad infrastructure in 2020, and it should be spent on priority projects.

Therefore, the need for greater investments into the road and railroad infrastructure in 2019 is indisputable, the funds are also available, but what could be a problem is their inefficient execution.
In fact, procurement of military and police equipment in 2018 exceeds the budget plan- over 30 m dinars will have been spent for these purposes in 2018 instead of the planned 21 bn dinars, which is the main reason why 2018 capital expenditures will come in slightly above the plan(and notfrom going above and beyond the plan for the road and railroad infrastructure development).
The state of the road and railroad infrastructure in Serbia is extremely poor(compared to the CEE countries, 30% fewer motorway kilometres per 100,000 population; on over a half of the railroads, train speeds do not exceed 60 km/h etc.).
Without it, it is impossible to know whether and by how much the investments in priority areas, which are in direct need andwhich would have the largest effect on economic growth(road and railroad infrastructure, environment protection, healthcare and education), will increase, or if the Government's priorities perhaps lay in the construction of sports facilities, buying military and police equipment etc.
However, the Government has already steered quite a sizeable share 5 of these funds into the excessive wage increase; plus, taking into account that a part of the funds should be routed to justified priorities such as a tax cut for the economy andan increase in environmental protection spending, the remaining funds for the increase in investments into road and railroad infrastructure in 2020 amount to less than 100 million Euros.
By the level of development and quality of road and railroad infrastructure, Serbia is lagging far behind comparable CEE countries(30% fewer highway kilometres per 100,000 inhabitants, the speed of trains below 60 km/h on over one half of the railroads). .
To change this, in 2019, significantly larger investments need to(and can)be made into road and railroad infrastructure, as well as into enivronmental protection(wastewater treatment plants, landfills etc), where the many years of neglect have led to a serious threat to human health.
A more detailed analysis of the large road and railroad infrastructure projects, the realization of which is underway(and several that are awaiting realization) has shown us that there is room to continue a similar growth of public investments in the upcoming years.
The two main channels that should increase public investments in 2019 are:1 construction of road and railroad infrastructure and 2 increased investments into environment protection(wastewater treatment plants, shutting down informal landfills and opening new regional centres with waste treatment plants etc).
This analysis hasshown that in 2019, public investments into road and railroad infrastructure could be increased by over 200 million Euros compared to 2018 and we'd like to propose to the Government to allocate this amount of funds in the Budget for this purpose(and, of course, to execute it efficiently).
