As the chairman of the Delegation for Relations with the Countries of South Asia and SAARC, I am deeply disappointed with the reduction in amounts for Asia, even with the additional flexibility.
I do not share the reservations expressed by our honourable Member,the Chairman of the Delegation for Relations with the Countries of Central America and Mexico, Mr Seguro, with regard to the issue of human rights.
As a member of the delegation for relations with the countries of Central America and Mexico, I was involved in projects financed by the European Union and I could see how the participation of native women in that zone had a multiplier effect, because women can help their daughters and their fellow women to learn.
Mr President, I wish to begin by saying that, due to the previous debates over-running, my colleague Mrs Gill,who is chairwoman of the Delegation for relations with the countries of South Asia and the SAARC and author of this resolution, and my other colleague, Mr Moraes, have had to leave and they send their apologies.
Last month, the delegation for relations with the countries of Central Asia- of which I am a member- planned to travel to Uzbekistan. That nothing came of this plan was not down to any lack of cooperation on the part of the Uzbek authorities, but rather to the lack of interest in any such trip on the part of sufficient Members of this House.
Mr President, I would like to remind you that for eight years I have been a member of the Delegation for Relations with the Countries of Central America and Mexico, firstly under the chairmanship of Mr Salafranca and now under the chairmanship of Mr Seguro.
Having chaired the Delegation for relations with the countries of South Asia and the South Asia Association for Regional Cooperation, and now the Delegation for relations with India, I recognise that this issue has hindered proper development between neighbouring countries and the region as a whole.
I have been following the situation in the country and the region in the last few years in my role as Vice-Chairman of the Delegation for Relations with the Countries of Central America; it is particularly significant for me and of the utmost importance that we are discussing this matter on the first day of political debate in this House.
As a member of the Delegation for Relations with the Countries of South Asia, I would ask that this Delegation become an active and natural point of reference for issues concerning aid for tsunami victims and measures to prevent any irregular use of funds, as the latter could occur if proper monitoring procedures are not put in place.
Madam President, as Chairman of the Delegation for relations with the countries of South Asia, I join the Council and the Commission in the condemnation of the murder of Benazir Bhutto.
In any event, we in the European Parliament delegation for relations with the countries of Central America were in El Salvador in July and were able to see the consequences of the earthquakes and of Hurricane Mitch.
I am saying this not only as a member of the Delegation for Relations with the Countries of Central America and Mexico, but also as coordinating spokesman of the Group of the European People' s Party and European Democrats in the Committee on Budgetary Control.
My approach as chairwoman of Parliament's Delegation for relations with the countries of South Asia and the South Asia Association for Regional Cooperation is that both parties should be brought together and both held equally responsible for the recent violence.

On behalf of the PSE Group.- Mr President,having chaired the Delegation for relations with the countries of South Asia and having visited Bangladesh, I would say that this is a fragile state which has faced more than its fair share of political, environmental, economic and social setbacks.
Mr President, very briefly, as a member of the Delegation for Relations with the Countries of Central America and Mexico, I should also like to express our concern that the people of El Salvador have once more been afflicted by a natural disaster, and to urge that aid should arrive as soon as possible so that what happened after Mitch does not happen again, because if aid takes a long time to arrive it is the population that suffers.
Almost two weeks ago- coincidentally at the very time our Delegation for relations with the countries of Central America was visiting the region- it seemed that, following months of intensive negotiations, an historic agreement had been reached through dialogue in Honduras that would mean the restoration of democracy and the rule of law, the return of the legally elected president and the establishment of a government of national unity, and finally, also a truth commission to examine the situation.
