Revision of the framework directive on waste debate.
DE Mr President, two things were of particular importance to us Austrians when it came to the revision of this framework directive on waste.
The existing directives were used,in particular the framework directive on waste and the landfill directive. .
There is great merit in the rapporteur's suggestion that household catering waste be exempt from the provisions of these regulations with regard to transport, identification etc andthat they be covered by national rules and the Framework Directive on Waste.
Perhaps we should be working towards a framework directive on waste.
We call on the Commission, however, to modify the annexes to the framework directive on waste in order to make it clear, once and for all, what recycling is, since we cannot continue to hide behind the judgment of the Court of Justice in accordance with which the Commission interprets its own Directives. .
CS Mr President, I supported the revision of the framework directive on waste today.
I voted in favour of Mrs Jackson's recommendation for second reading on the revision of the framework directive on waste, as I believe that this proposal will help reduce the environmental and socio-economic impacts of waste management, bearing in mind that the reduction, prevention, re-use and recycling of waste need to be priorities throughout the European Union.
Second, with regard to Article 5(3), it is the responsibility of the Member States to decide which producers, concessionaries andcollectors must be registered in accordance with the framework directive on waste or in a new register created specifically.
Basic principles contained in the framework Directive on waste and the Directive on hazardous waste on, for example, permits for enterprises storing, treating or disposing of hazardous waste, periodic inspections of enterprises transporting such waste, as well as plans for management of hazardous waste also apply to these individual Directives. .
However, Amendments 37 and44 eliminate the principle of Community self-sufficiency established in the framework directive on waste and establish a single principle of national self-sufficiency.
The requirements for non-hazardous orinert waste should remain proportional and not, as proposed by the committee, be largely subjected to the same stringency as Category A hazardous-waste sites. The framework directive on waste and the landfill directive make adequate provision for non-hazardous waste quarries.
Finally, I would like to say to the European Commission that, within the framework of better legislation, it is important,in a future modification of the framework Directive on waste, to revise all of the definitions, such as that of recycling, for example.
This means that, under this directive, we do not have any scope for dealing with such a situation. I naturally therefore hope that the Member States will act responsibly, butI stress that it is important to remember that existing landfills must of course comply with Article 4 of our framework directive on waste, which already now provides that landfills must be licensed and that waste must be dumped without hazard to humans and the environment.
In writing.- The second reading on the Waste Framework Directive represents a wasted opportunity.

The general rules concerning recycling are set out in the framework directive 75/442/EEC on waste and in the proposal amending that directive, and in Directive 85/339/EEC on containers of liquids for human consumption.
Similar obligations to those mentioned in framework Directive 75/442/EEC on waste are imposed: the authorisation for companies entrusted with the storage, treatment and deposit of toxic and dangerous waste; regular inspection of the companies transporting such waste; elimination programmes.
