Portugal The maximum guaranteed area(MGA) for durum wheat in Portugal will be increased from 59 000 ha to 118 000 ha and the Portuguese irrigated base area is raised by 60 000 ha(for investments after August 1992) as long as there is no rise in the overall base area and reference yield of 2.9 t/ha.
Support schemes based on area aid provide that where the area for which aid is claimed exceeds the maximum guaranteed area or base areas or subbase areas, the area per farmer for which aid is claimed shall be reduced proportionately in that year.
The maximum guaranteed area for lentils and chickpeas referred to in Article 3 of Regulation(EC) No 1577/96 was not exceeded in 2003/04, whereas the maximum guaranteed area for vetches, increased by the unused balance of the maximum guaranteed area for lentils and chickpeas, was exceeded by 10,37% in 2003/04.
Whereas, pursuant to Article 2(2) of Regulation(EC) No 1577/96, aid is granted per hectare of area sown and harvested;whereas Article 3 provides that, where the maximum guaranteed area is exceeded, the amount of aid is to be reduced proportionally in the marketing year in question; whereas, in that respect, provision should be made for the aid not to be paid until after the final amount of the aid has been fixed;
Regarding Amendments Nos 2, 7 and 10 on increasing the maximum guaranteed areas, especially for young farmers, the Commission does share the feelings of the Committee on Agriculture, but the change in the arrangements governing the entitlements of individual farms to maximum guaranteed areas already meets these concerns.
Article 3 of Regulation(EC)No 1577/96 divides the maximum guaranteed area between lentils and chickpeas on the one hand and vetches on the other hand, allowing the unused balance of one maximum guaranteed area to be reallocated to the other maximum guaranteed area before an overrun is determined.
