Aid in the craft industry for the Poseima programmeMadeira.
Poseima is a wide-ranging programme for the autonomous regions of Madeira and the Azores.
PT The European Commission proposals for the revision of Poseima fall well short of meeting expectations.
Poseima has thus made a significant contribution to the maintenance of our agriculture.
To contribute towards the development of each of these regions, there were three specific pro grammes Poseldom, Poseima and Poseican.

The support contained in the POSEICAN, POSEIMA and POSEIDOM programmes has enabled the industries to develop from merely extracting the fish to exporting it in the form of semi- or fully processed products, creating new prospects of development and wealth.

Taubira-Delannon(ARE).-(FR) Mr President, I should like to remind the House that the specific overseas programme Poseidom is the forerunner of Poseima and of Poseican, and in so doing I feel I must speak of the spirit in which this first programme was conceived.
Poseima should also cover other products with a major impact on the economy of these outermost regions, e.g. agricultural fertilizers, building materials(cement, timber, roofing materials, glass, etc.) and components of livestock feedingstuffs, which have so far not been covered.
By Decision 91/315/EEC(2) the Council adopted a programme of options specificto the remote and insular nature of Madeira and the Azores(Poseima) in accordance with the Community's policy of assistance for the outermost regions.
A special mention, finally, for the proposed revision of Poseima. This is a programme that has proved highly significant in that it has guaranteed the application of important aspects of the common agricultural policy to Madeira and the Azores in a manner suited to the specific conditions of agriculture in these regions.

The budget allocation for the Canary islands envisaged in the common organisation of the market amountsto ECU 60 million, the same figure as envisaged under Poseican, a specific option programme for the Canary islands, which is similar to the assistance programmes for the other outermost regions- Poseidom for France and Poseima for Portugal.

Whereas Council Decision 91/315/EEC(1) set up a programme of options specificto the remote and insular nature of Madeira and the Azores(Poseima); whereas the programme recognizes in its preamble that the free zones of the Azores and Madeira are essential for the development of the two archipelagos and to this end lays down specific measures to stimulate activity there;
As part of the Community's policy to assist its outermost regions, by Decisions 89/687/EEC(3), 91/314/EEC(4) and 91/315/EEC(5) the Council has set up programmes of options specific to the remote and insular nature of the French overseas departments(Poseidom), the Canary Islands(Poseican) andMadeira and the Azores(Poseima) respectively, which outline the measures to be applied taking account of the special characteristics of and constraints on those regions.
This is a success story: over the last 14 or 15 years,the outermost regions have benefited from special treatment via these programmes- Poseidon, Poseima and Poseican- which have allowed four million citizens, living on islands spread throughout the world- in the Central Atlantic, in the Caribbean and in the Indian Ocean- to have a decent way of life that is consistent with their needs.
