Prices between parties which appear to be associated or to have a compensatory arrangement with each other may not be considered to be in the ordinarycourse of trade and may not be used to establish normal value unless it is determined that they are unaffected by the relationship.
Other methods of establishing normal value are only considered when the relevant analogue country data are not available.
In the light of the above, the Commission considers that India is an appropriate analogue country for the purpose of establishing normal value.
Some exporting producers claimed that establishing normal value in an analogue country was no longer appropriate and would distort any forecast of future dumping.
