The Council conclusions on« Prevention, Preparedness and Response to Terrorist Attacks» and the« EU Solidarity Programme on the Consequences of Terrorist Threats and Attacks» adopted by Council in December 2004 endorsed the intention of the Commission to propose a European Programme for Critical Infrastructure Protection( EPCIP) and agreed to the set-up by the Commission of a Critical Infrastructure Warning Information Network CIWIN.
The Commission adopted on 20 October 2004 a Communication on Critical Infrastructure Protection in the Fight against Terrorism which put forward suggestions on what would enhance European prevention,preparedness and response to terrorist attacks involving critical Infrastructures CI.
These decisions must help us to ensure that the EU will be better prepared to prevent and respond to terrorist attacks, as well as allowing us to block the sources of funding for terrorists to a greater extent than previously, improving our ability to manage the aftermath of an attack and, finally, ensuring better protection for our key infrastructures.
The Commission is strongly committed to the fight against terrorism and intends to continue working for the prevention of terrorism and the protection of our citizens and infrastructures by bringing terrorists to justice andby responding adequately to terrorist attacks in order to save as many innocent lives as possible.
