There is no overlap with activities funded by other Union programmes.
Creative Europe, together with other Union programmes, should support the implementation of this New European Agenda for Culture.
The Commission should develop practical guidelines on the complementarity of the programme with other union Programmes and sources of funding and on synergies between them.

Breaking down‘silos' and working more closely with other Union programmes is part of the Commission's vision for delivering on its 10 major priorities25 in a coordinated way.
In order to maximise the impact of combined interventions to achieve a common objective,this Regulation should allow for the combination of funding with other Union Programmes, as long as the contributions do not cover the same costs.
Actions financed under this Regulation may receive support from other Union programmes, instruments or funds under the Union's budget provided that the support does not cover the same cost items.
They shall take appropriate steps to ensure consistency and avoid duplication at the programming and implementation stages, between actions supported by this Programme andthe measures carried out under other Union programmes.
The Network may also be used to deliver services on behalf of other Union programmes such as the Horizon 2020 programme, including dedicated advisory services encouraging SME participation in other Union programmes.
When third countries and entities established in third countries participate in actions contributing toprojects of common interest, grants should be available only if the action is unlikely to be adequately supported by other forms of financial assistance under the CEF or under other Union programmes.
In order to avoid any duplication of effort,it should take account of other Union programmes in the field of ICT solutions, services and infrastructures, in particular the CEF laid down in Regulation 1316/2013/EU and Horizon 2020 laid down in Regulation(EU) No 1291/2013.
Specific measures will ensure that results from Union research and innovation in the fields of climate, resource efficiency andraw materials are used downstream by other Union programmes, such as the LIFE+ programme, regional and structural funds, and external cooperation programmes. .
The Commission should also, in close cooperation with the Member State concerned, identify the priority areas, the scope of the support measures to be provided and the global financial contribution for such support, taking into account the existing actions andmeasures financed by Union funds or other Union programmes.
To achieve maximum impact, the S2R Joint Undertaking should develop close synergies with other Union programmes and funding instruments, such as the Connecting Europe Facility, the European Structural and Investment Funds or the Risk Sharing Funding Facility.
In particular, the added value of the actions under this Programme in respect of other Union instruments will be ensured bearing in mind that the decision to provide support to a requesting Member State will duly take into account the existing actions and measures financed by Union funds or other Union programmes in the Member State concerned.
To achieve maximum impact,the Bio-Based Industries Joint Undertaking should develop close synergies with other Union programmes in areas such as education, environment, competitiveness and SMEs, and with the Cohesion Policy funds and Rural Development Policy, which can specifically help to strengthen national and regional research and innovation capabilities in the context of smart specialisation strategies.
In particular, the added value of the actions under this Programme in respect of other Union instruments will be ensured bearing in mind that the decision to provide support to a requesting Member State will duly take into account the existing actions and measures financed by Union funds or other Union programmes in the Member State concerned.
The Programme shall be financed through a maximum contribution of EUR 2,573 million(in current values) over and above the ceilings of the MFF, namely outside Heading 1A, and in addition to the budget for the Horizon 2020 Framework Programme, the Euratom Framework Programme or other Union programmes, while maintaining the full powers of the European Parliament and the Council.
The Programme shall be financed through a maximum contribution of EUR 2,573 million(in current values) over and above the ceilings of the MFF, namely outside Heading 1A, and in addition to the budget for the Horizon 2020 Framework Programme, the Euratom Framework Programme or other Union programmes, while maintaining the full powers of the European Parliament and the Council.
An action that has received a contribution from the Programme may also receive a contribution from any other Union programme, provided that the contributions do not cover the same costs.
An action that has received a contribution under the Programme may also receive a contribution from any other Union programme, including Funds under shared management, provided that the contributions are effectively managed in order to avoid any double funding and do not cover the same costs and the objectives of the financed actions are complementary.

By way of derogation from Article 191 of the Financial Regulation, an action that has received a contribution from the Customs programme for cooperation in the field of customs established by Regulation(EU)[2018/XXX] 35 o r from any other Union programme may also receive a contribution under the Instrument, provided that the contributions do not cover the same costs.
