Complementarity with other Union programmes.
They shall take appropriate steps to ensure consistency and avoid duplication at the programming and implementation stages, between actions supported by this Programme andthe measures carried out under other Union programmes.
Their complementarity and synergy with other Union programmes and policies at national, Union and international level;
With the aim to achieve added value andsubstantial impact of Union funding, close synergies should be developed between the Programme, other Union programmes and the Structural Funds.
The Programme should complement other Union programmes, while acknowledging that each instrument should work according to its own specific procedures.
The Commission and the Beneficiary Member States, within their respective responsibilities, shall foster synergies andensure effective coordination between the Programme and other Union programmes and instruments, and in particular with measures financed by the Union funds.
Breaking down‘silos' and working more closely with other Union programmes is part of the Commission's vision for delivering on its 10 major priorities25 in a coordinated way.
The Commission should also, in close cooperation with the Member State concerned, identify the priority areas, the scope of the support measures to be provided and the global financial contribution for such support, taking into account the existing actions andmeasures financed by Union funds or other Union programmes.
In the context of the achievement of the Europe 2020 objectives,synergies will be established and developed with the other Union programmes like the Common Strategic Framework for Economic, Social and Territorial Cohesion and with the Competitiveness and SMEs Programme. .
In particular, the added value of the actions under this Programme in respect of other Union instruments will be ensured bearing in mind that the decision to provide support to a requesting Member State will duly take into account the existing actions andmeasures financed by Union funds or other Union programmes in the Member State concerned.
To achieve maximum impact,the S2R Joint Undertaking should develop close synergies with other Union programmes and funding instruments, such as the Connecting Europe Facility, the European Structural and Investment Funds or the Risk Sharing Funding Facility.
The services concerned would work together toensure that the actions proposed to be implemented in the Work Programme(s) of the SRSP are indeed complementary and do not overlap with those of other Union programmes and Funds including the Union funds, in particular the European Structural and Investment funds.
In order to avoid any duplication of effort,it should take account of other Union programmes in the field of ICT solutions, services and infrastructures, in particular the CEF laid down in Regulation 1316/2013/EU and Horizon 2020 laid down in Regulation(EU) No 1291/2013.
With regard to the themes of projects, their embedding in the local and regional context, andto the composition of stakeholders there are important synergies with other Union programmes, namely in the areas of employment, social affairs and equal opportunities, education, youth and culture, justice, and regional policy.
To achieve maximum impact, Horizon 2020 should develop close synergies with other Union programmes in areas such as education, space, environment, competitiveness and SMEs, the internal security, culture and media and with the Cohesion Policy funds and Rural Development Policy, which can specifically help to strengthen national and regional research and innovation capabilities in the context of smart specialisation strategies.

Taking into account the existing actions andmeasures financed by Union funds or other Union programmes, the Commission in close cooperation with the Member State concerned shall identify the priority areas for support, the scope of the support measures to be provided and the global financial contribution for such support.
With the aim of achieving the greatest possible impact of Union funding, Horizon 2020 is to develop close synergies with other Union programmes such as Cohesion Policy funds, with national and regional research and innovation programmes, as well as with the private sector in key areas to the benefit of Europe.
On the basis of this, and taking into account the existing actions andmeasures financed by Union funds or other Union programmes, the Commission in close cooperation with the Member State concerned will identify the priority areas and scope of the support, to be provided and the global financial contribution.
Other Union funding programmes may support those costs in compliance with the applicable rules and procedures.
Horizon 2020 shall be implemented in a way which is complementary to other Union funding programmes, including the Structural Funds.
It shall also examine synergies between the LIFE Programme and other complementary Union programmes, and in particular between its sub-programmes.
EU ETS funding should be coherent with other Union funding programmes, including European Structural and Investment Funds, so as to ensure the effectiveness of public spending.
The number of interventions achieving synergies with or mainstreamed into other Union funding programmes, or integrated into public or private sector practice, as regards the objectives linked to integration and mainstreaming referred to in point(b) of paragraph 1;
The draft text published by the Commission covers all areas of the negotiations, including trade and economic cooperation, law enforcement and judicial cooperation in criminal matters,participation in Union programmes and other thematic areas of cooperation.
At Union level, this coordination between the LIFE Programme and other Union funding programmes could be established within the Common Strategic Framework.
Synergies between these sectors as well as with other Union investment programmes are key as similar challenges emerge requiring solutions that unlock growth, combat fragmentation, reinforce cohesion, favour the use of innovative financial instruments and address market failures as well as the removal of bottlenecks which hinder the completion of the Single Market.
Given the characteristics of the LIFE Programme and to increase synergies with other Union funding programmes, the Commission will explore the possibility of delegating to a large extent the selection and monitoring tasks to the European Agency for Competitiveness and Innovation, while keeping the governance of the LIFE Programme within the Commission.
Those types of projects should support only a series of specific activities and measures,while other activities that complement those included in the project should be sourced from other Union funding programmes, as well as from national, regional and private sector funds.
The Programme would be complementary to existing resources for capacity building and technical assistance available within other Union financing programmes under the Multi-annual Financial Framework and with technical assistance and other actions financed by Union funds.
