Harmonised classification and labelling.
This is called harmonised classification.
Finally, it establishes a classification and labelling inventory,made up of all notifications and harmonised classifications referred to above.
Check carefully that the harmonised classification reported for your substance is in line with latest update of Annex VI to CLP.
In close cooperation with the expert group and the Commission,has developed a harmonised classification methodology and related data dictionary.
In arriving at the proposed harmonised classification methodology and data dictionary, the following principles have been taken into consideration.
This is due to the lack of harmonised Community rules of the air,in particular a harmonised classification of airspace.

(47) Different suppliers of the same substance should make every effort to agree on a single classification for that substance except for hazard classes anddifferentiations subject to a harmonised classification for that substance.
For specific hazard classes harmonised classifications can be included in Annex VI, while harmonisation of other hazard classes is possible if there is a need for Community wide action.
By subjecting all future harmonisations of classifications to theprovisions of this Regulation, inconsistencies in harmonised classifications of the same substance under the existing and the new criteria should be avoided.
Since harmonised classification is a key element in the exclusion criteria and therefore for the assessment of whether an active substance is a candidate for substitution, the ECHA secretariat will aim to ensure cooperation between the Biocidal Products Committee and the Risk Assessment Committee(RAC).
However, for particularly serious risks, particularly in the case of substances that are carcinogenic, mutagenic or toxic to reproduction,EU countries may propose harmonised classifications that the European Commission then makes compulsory by law.
The GHS is a common approach that provides criteria for harmonised classification and hazard communication for different target audiences, including consumers, workers and emergency responders, and in transport.
(45) In order to take full account of the work and experience accumulated under Directive 67/548/EEC, including the classification and labelling of specific substances listedin Annex I of Directive 67/548/EEC, all existing harmonised classifications should be converted into new harmonised classifications using the new criteria.
The text on the possibility for the Commission to amend the harmonised classification has been moved from Annex III to Article 4, and the solution proposed by the Council is more flexible than the regular revision proposed by the Parliament(amendment 19).
In order to take full account of the work and experience accumulated under Directive 67/548/EEC, including the classification and labelling of specific substances listedin Annex I of Directive 67/548/EEC, all existing harmonised classifications should be converted into new harmonised classifications using the new criteria.

Manufacturers, importers and downstream users who have new information which may lead to a change of the harmonised classification and labelling elements of a substance in Part 3 of Annex VI shall submit a proposal in accordance with the second subparagraph of paragraph 2 to the competent authority in one of the Member States in which the substance is placed on the market.
If an alternative substance is equally ormore hazardous than the Annex XIV substance for which the authorisation is applied for(e.g. as established by its harmonised classification, or presence on the candidate list), this is generally sufficient to demonstrate that it is not a suitable alternative.
Moreover, as the applicability of this Regulation is deferred and the harmonised classifications in accordance with the criteria of Directive 67/548/EEC are relevant for the classification of substances and mixtures during the ensuing transition period, all existing harmonised classifications should also be placed unchanged in an annex to this Regulation.
The German Federal Institute for Occupational Safety andHealth(BAuA) proposed that glyphosate should have an additional harmonised classification for specific target organ toxicity after repeated exposure(in addition to existing harmonised classifications). .
