The objectives of the INSC Regulation are defined in its Article 1.
The Strategy, the Indicative Programme and the Action Programmes received favourable opinions from the INSC Committee.
The INSC extended the geographical coverage to third countries7 worldwide.
The evaluation of the implementation of the INSC programme by the Commission leads to the following main conclusions.
The INSC continued the nuclear safety cooperation initiated under TACIS and gradually expanded it to new partner countries.
However, obtaining a clear view of how the current and future INSC programmes achieve these benefits can be difficult.
(5) INSC projects with focus on exchange of know-how and practices are appreciated by partners in target countries.
The subsequent approval processincludes an Inter-Service Consultation, an opinion by the INSC Committee followed by the adoption of the Commission Decision.
All specific safety cooperation actions need to continue to be reviewed against the agreed strategic framework for the implementation of the INSC programme.
The legal base of the INSC is the Euratom Treaty, in particular the Article 203.
It should be considered that the EU, institutionally,has very limited expertise in nuclear matters and the projects of the INSC are mostly performed by organisations of the member states.
However, further synergies between the INSC and the IFS might be explored in the future, notably in the framework of the'Centres of Excellence'(an IFS initiative).
The EU Results-OrientedMonitoring Programme for European Neighbourhood and Partnership Countries13 presented the following main conclusions on the INSC nuclear safety projects.
Nevertheless, several issues were identified which are relevant to the INSC and, as appropriate, are taken into account in the preparation of the new Regulation.
(3) The transition to INSC did not cause an interruption in the cooperation with Armenia and Ukraine, while for implementing INSC projects in the Russian Federation, a special basis is only now being established.
The Commission concurs with the independent evaluation finding that the INSC implementation was well targeted and the projects well conceived.
Due to the timing of the adoption of Action Programmes, on an annual basis, and the lengthy approval period by the authoritiesof the partner countries, the actual implementation of most projects under INSC only started in 2009.
Projects in the other regions covered so far by the INSC(Latin America and South East Asia) are not sufficiently advanced to draw meaningful conclusions about their implementation.
This is allowable under the Instrument for Stability and also the European Instrument for Democracy andHuman Rights and the Committee very strongly recommends that the INSC programme includes such support in its allowable measures.
For countries thatdo not have nor plan to have a nuclear power programme, the INSC is also helping to build the required nuclear safety regulatory infrastructure particularly related to the management of nuclear waste.
This report is submitted to the European Parliament and the Council, and addressed to the European Economic and Social Committee and to the Committee of the Regions of the European Union, in compliance with the reporting requirement set out in Article 18 of Council Regulation(EURATOM)No 300/2007 of 19 February 2007 establishing an Instrument for Nuclear Safety Cooperation1 referred here below as the INSC Regulation.
