The purpose of the June meetings was to develop a constructive programme of work to define key activities and to assist each partner in assessing Tokelau ' s progress towards self-determination.

The purpose of the Seminar is to assess the situation in the Non-Self-Governing Territories, in particular their constitutional evolution towards self-determination in order tofacilitate the development by the Special Committee of a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories.
Furthermore, pursuant to General Assembly resolution 59/136,the Committee must finalize before the end of 2005 a constructive programme of work for the Non-Self-Governing Territories to facilitate the implementation of the relevant resolutions on decolonization, including resolutions on specific Territories.
FLNKS supported the adoption by the General Assembly of a draft resolution on a Third International Decade for the Elimination of Colonialism and suggested that the parties concerned in each Non-Self-Governing Territory, together with the administering Powers,should draw up a constructive programme of work for the Decade.
The Special Committee is also asked to develop a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories before the endof the year 2000 to facilitate the implementation of the Committee ' s mandate and the relevant United Nations resolutions, including resolutions on specific Territories.

The seminar also assessed the constitutional evolution of the Non-Self-Governing Territories towards self-government and self-determination with a view to developing,in cooperation with the Administering Powers and representatives of the Territories, a constructive programme of work on a case-by-case basis for the decolonization of the Non-Self-Governing Territories.
It urges the Administering Powers to conclude, before the end of 2004, a constructive programme of work, case by case, for the Non-Self-Governing Territories, with the aim of facilitating fulfilment of the mandate of the Special Committee and resolutions on decolonization, including those relating to specific territories.
The Chairman suggested that the Committee should establish a Working Group under the Chairmanship of Mr. Donigi(Papua New Guinea)to continue consultations with the administering Powers with a view to the earliest finalization of a constructive programme of work for the Non-Self-Governing Territories which would facilitate the implementation of the Committee ' s mandate on a case-by-case basis.
Calls upon the administering Powers tocooperate fully with the Special Committee to develop a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories to facilitate the implementation of the mandate of the Special Committee and the relevant resolutions of the United Nations on decolonization, including resolutions on specific Territories;

It also supported the proposed organization of work of the Committee and in particular, the increased use of informal meetings to advance the Committee 's agenda and implement a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories(resolution 61/130, para. 5) and resolutions referring to specific Non-Self-Governing Territories.
(30) The participants acknowledged the efforts of the Special Committee to develop,before the end of 2000, a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories to facilitate the implementation of the mandate of the Special Committee and the relevant resolutions of the United Nations, including resolutions on specific Territories.
