He used the example of the annotated guidelines for the preparation of NAPAs as a way to measure effectiveness.
The workshops were designed to equip NAPA teams with hands-ontools for preparing NAPAs using the LEG annotated guidelines and to facilitate the exchange of experiences.
It was also agreed that the annotated guidelines should be disseminated to LDC Parties through a workshop(or regional workshops) which would involve the main stakeholders involved in the NAPA process in these countries.
The UNFCCC secretariat also arranged for the translation of the LEG annotated guidelines for the preparation of NAPAs into Portuguese.
The LEG agreed to further consider the technical issues related to the communication of information in NAPAs in order to resolve the identified deficiencies related to steps 2(synthesis of available information onimpact assessments) and 8(development of projects profiles) in the NAPA annotated guidelines;
The Least Developed Countries Expert Group(LEG)has developed annotated guidelines and a step-by-step guide to assist LDCs in preparing and implementing NAPAs.
The group also discussed the possibility of creating a database of costs and benefits of project ideas identified in NAPAs,to complement the guidance included in the LEG annotated guidelines on identifying and prioritizing adaptation projects.
This should also consider the relevant information in the annotated guidelines as well as the outcome of the UNFCCC workshop on synergy held in Espoo, Finland, in July 2003.
The LEG will continue, in its review of draft NAPA documents, to remind NAPA teams to use agreed documentation in preparing NAPAs,including the NAPA annotated guidelines, and UNITAR NAPA information sheets, as applicable.
It was noted that appendix A of the LEG ' s annotated guidelines already fulfil part of this mandate, but that work more aligned to the specific steps of the NAPA process was still needed in this context.
The LEG noted that it may be necessary for LDCs to carry out the step of periodically reviewing risks and prioritizing activities,as shown on page 31 of the" Annotated guidelines for NAPA preparation", given the time it takes to start the implementation phase after a NAPA is submitted.
The workshop participantshad made extensive use of the NAPA annotated guidelines, which led them to conclude that further assistance was needed in developing project profiles, especially in order to present the information in greater detail.
These workshops drew three experts from each LDC, representing their ministries of the environment, planning and/or finance, and civil society, to equip them with hands-ontools for preparing NAPAs using the LEG annotated guidelines, and to facilitate an exchange of experiences.
Building upon a previous paper prepared by the LEG on this issue,which was included as appendix A of the LEG publication" Annotated guidelines for the preparation of national adaptation programmes of action", the LEG discussed a working paper on the promotion of synergy in the context of the work programme of the LEG.
In its annotated guidelines for the preparation of NAPAs, the LEG provides guidance on the process of preparation of NAPAs, elaborates on the selection and prioritization of adaptation options and addresses constraints relating to the integration of NAPAs into national development policies and plans.
The main steps in developing national adaptation programmes of action(NAPAs)are given in the annotated guidelines for the preparation of NAPAs, prepared by the Least Developed Countries Expert Group(LEG), and include guidance on periodically reviewing risks and prioritizing activities.
Through various products such as the annotated guidelines and events such as the NAPA launch workshop in Dhaka and the four regional workshops, the LEG, in collaboration with the LDC Parties, together are ensuring that activities identified in NAPAs are prepared in such a way as to be promising candidates for SCCF funding on adaptation.
The LEG noted several advances in the design and implementation of NAPA projects,and identified the need for updating the" Annotated guidelines for the preparation of national adaptation programmes of action", which include guidelines for the update and revision of NAPAs.
