Bucharest Declaration adopted at the eighth meeting of the Heads of State and Government of the States participating in the South-East European Cooperation Process.
States are obliged to report on implementation of the Bucharest Declaration in 2015. For children in institutions, five years is a long time to wait.

The Universal Declaration on Cultural Diversity adopted by the heads of States from the South-East Europe region in Bucharest on 7 June 2007 describes multiculturalism as not only a multitude of cultures with equal status, but also a system based on common values and the development of peace, and interculturality as the constant interaction between cultures in the spirit of building bridges among peoples.
The Managua Declaration and the Plan of Action adopted last year do indeed bode well for the future, and we hope that the next Conference, in Bucharest, will lead to an even greater understanding that the tasks to be carried out by States with different forms of democratic structures are common to all of us.

I have the honour to submit to your attention the attached Snagov Declaration, adopted at the international seminar entitled" The Romanies in Central and Eastern Europe: Social Policies and Daily Life, The Evaluation of Current Projects and Case Studies", which was held at Bucharest(Lake Snagov), from 29 April to 2 May 1993(see annex).
Recalling further the declarations and plans of action of the four international conferences of new or restored democracies adopted in Manila in 1988, Managua in 1994, Bucharest in 1997 and Cotonou in 2000.

(c) UNIC Bucharest assisted the Ministry of Interior with the publication of a Universal Declaration of Human Rights poster and of books entitled Code of Conduct for Law Enforcement Officials and Human Rights and the Activity of the Public Order Forces;
UNIC Brussels published an educational booklet in French and Dutch, entitled“All Human Rights for All:Are Human Rights Really Universal?” UNIC Bucharest and United Nations system partners jointly produced an educational booklet for children on the significance of the Universal Declaration. .
The United Nations Information Centre at Bucharest assisted the Ministry of Interior by providing copies of the Universal Declaration of Human Rights poster and of the publications Code of Conduct for Law Enforcement Officials and Human Rights and the Activity of the Public Order Forces.

The outcome of the Bucharest process, together with the political declarations adopted at the four other regional conferences, was used as a background document for the declaration of principles and the plan of action that were drafted during the second session of the Preparatory Committee for the World Summit on the Information Society, held in Geneva in February 2003.
