Training and consultative activities in this area and the development of methodological tools also benefit some of the most marginalized communities.
While the development of methodological tools is essential to promote high-quality and comparable information on crime, technical assistance to Member States remains key to implementing such standards and strengthening national information systems, while data collection and analysis at both the national and international levels need to be further developed to produce the sound analysis required for evidence-based policymaking.
After the adoption of ICCS, its implementation will require the development of methodological tools to support its use at the national level(see table 2).
(iv) Development of methodological tools in the areas of human rights protection, institution-building and education; to facilitate the integration of human rights aspects into United Nations policies, programmes and activities for development, peace and security, rule of law, governance and humanitarian assistance, and to facilitate, where appropriate, the advancement of the practical applications of rights-based approaches to all the aforementioned areas(10);
The Commission may also wish to encourage UNODC andother international organizations to foster the development of methodological tools for the measurement of emerging and complex forms of crime;
Training and consultation activities in this area and development of methodological tools could also be foreseen to the benefitof the most marginalized communities for the next biennium(2004-2005) to enable them to take part in this exchange of expertise(for further information, see http: //www. unesco. org/culture/indigenous).
Some preparatory work has also been undertaken with a view to strengtheningOHCHR capacity in the area of investigation as far as the development of methodological tools to guide OHCHR work and delivery of training are concerned.
In particular, it will provide technical advice in the development of methodological tools and training programmes and on the application of ICCS on the regular collection of crime and criminal justice statistics from Member States.
In particular, in 2013 UNODC supported a number of countries in developing analytical publications on corruption,which also entailed the development of methodological tools such as model survey questionnaires and guidelines for survey interviewers.
(c) Strengthening core evaluation competencies, including the development of methodological tools and procedures, for review of linkages between United Nations peacekeeping operations and the broader political, institutional and socioeconomic changes that are meant to follow;
In addition to the international classification of crime for statistical purposes and victimization surveys, the road map indicated a number of other statisticalareas where there is a need for further development of methodological tools, such as the measurement of crime against businesses, corruption, trafficking in persons and transnational organized crime.
(iv) Development of methodological tools in the areas of human rights protection, institution-building and education; to facilitate the integration of human rights aspects into United Nations policies, programmes and activities for development, peace and security, rule of law, governance and humanitarian assistance, and to facilitate, where appropriate, the advancement of the practical applications of rights-based approaches to all the aforementioned areas(10);
During the first phase of its work, the Consortium will concentrate on:making an inventory of existing scholarly work and the development of methodological tools for generating data; examining the impact on children of organized violence and trends in warfare; and the role of cultural and local values in protection and rehabilitation.
Human rights planning and focus: The National State Planning Secretariat, SENPLADES, requires technical assistance for the drafting of the State Planning Organizational Act, the aim of which is to establish institutions for rights-based planning, follow-up and assessment,as well as for the development of methodological tools for a national development and support strategy to evaluate and review the National Human Rights Plan, in line with the National Development Plan.
The plan includes four main components: an information campaign to alert national authorities to the existence of the classification andits benefits; the development of methodological tools to provide guidance to data producers and users; technical assistance programmes targeting national data producers; and the establishment of an appropriate organizational and institutional framework at the international level to foster implementation of ICCS.
With respect to field activities, the objectives are to ensure the effectiveness and quality of human rights field work by providing substantive and methodological support to field presences, including conceptualization and design of field presences, ongoing backstopping and advice, maintenance of contacts with Governments,training of field staff, development of methodological tools for the performance of field activities(of both a technical cooperation and a monitoring nature), periodic reviews of the Organization's experience and development of best practices and procedures.
UNESCO has continued its work on indigenous knowledge systems and cultural practices through case studies with indigenous communities,training activities, the development of methodological tools, standard-setting instruments, the preparation of publications, information materials and the organization of expert group meetings and seminars.
The plan also includes the development of appropriate methodological tools and resource materials for use by country teams, national authorities and civil society.
(b) Updating and further development of methodological guidance tools on human rights monitoring, fact-finding and investigations, including guidelines on the protection of witnesses of human rights violations and sources of information;
The Expert Group on Environment Statistics, established in 2014 pursuant to the endorsement of its establishment by the Statistical Commission at its forty-fourth session(see E/2013/24, chap. I. C, decision 44/105, para.(d)),has been working on the development of a set of methodological tools to facilitate the implementation of the Framework 2013 in countries.
