تؤكد من جديد اقتناعها بوجود عﻻقة متبادلة بين الشفافية في مجال اﻷسلحة التقليدية والشفافية في مجالي أسلحةالتدمير الشامل وعمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير وصنع هذه اﻷسلحةRecognizing that an enhanced level of transparency relating to both conventional weapons and weapons of massdestruction and transfers of equipment and technologies directly related to the development and manufacture of such weapons, as well as to high technology with military applications, would promote stability, strengthen regional and international peace and security, and accelerate efforts towards general and complete disarmament.
وإذ تسلم بأن رفع مستوى الشفافية فيما يتعلق بكل من اﻷسلحة التقليدية وأسلحةالدمار الشامل ونقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه اﻷسلحة وصناعتها، فضﻻ عن التكنولوجيا المتقدمة (b) The elaboration of practical means for the development of the Register in order to increase transparency related to weapons of mass destruction, in particular nuclear weapons,and to transfers of equipment and technology directly related to the development and manufacture of such weapons;
ب إيجاد وسائل عملية لزيادة تطوير السجل بغية رفع مستوى الشفافية فيما يتعلق بأسلحة الدمار الشامل، ﻻ سيما اﻷسلحةالنووية، وعمليات نقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه اﻷسلحة وصناعتهاوسيؤدي إدراج معلومات في السجل تتعلق بالأسلحة التقليدية المتطورة، وأسلحة الدمار الشامل، لا سيماالأسلحة النووية، ونقل المعدات والتكنولوجيا المتعلقة مباشرة بتطوير وإنتاج هذه الأسلحة التي تنطوي على إمكانيات تدميرية وتؤدي إلى زعزعة الاستقرار أكثر بكثير من الأسلحة التقليدية، سيجعل من السجل أداة متوازنة وشاملة أكثر ويجذب مشاركة عدد أكبر من البلدانواتخذت الجمعية العامة أيضا القرار 52/38 باء(أ) بالتاريخ نفسه، الذي طلبت فيه إلى الأمين العام أن يلتمس آراء الدول الأعضاء بشأن تعزيز الشفافية في مجالي أسلحة الدمارالشامل وعمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير هذه الأسلحة وصناعتهاConvinced that an enhanced level of transparency in weapons of mass destructionand transfers of equipment and technologies directly related to the development and manufacture of such weapons could serve as a catalyst towards general and complete disarmament.
واقتناعا منها بأن تحقيق مستوى معزز من الشفافية فيمايتصل بأسلحة التدمير الشامل وعمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير وصنع هذه اﻷسلحة، يمكن أن يكون عامﻻ حفازاRecognizing that, notwithstanding the fact that the United Nations Register of Conventional ArmsSee resolution 46/36 L. in its current form deals with seven categories of conventional weapons, the principle of transparency should also apply to weapons of mass destructionand to transfers of equipment and technologies directly related to the development and manufacture of such weapons.
وإذ تسلﱢم بأنه وإن كان سجل اﻷمم المتحدة لﻷسلحة التقليدية٤ في صيغته الراهنة يتناول سبع فئات من اﻷسلحة التقليدية، فإن مبدأ الشفافية ينبغي أن ينطبق أيضا على أسلحة التدميرالشامل وعلى عمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير وصنع هذه اﻷسلحةوأبلغت اللجنة الاستشارية بأن الفئة الثانية من التكاليف(البنية الأساسية المركزية للمعلومات والاتصالات) لم تشكل إطلاقا جزءا من ميزانية مشروع أوموجالأن هذه التكاليف ليست لها صلة مباشرة بتطوير نظام أوموجا أو عملياته، ولكنها بالأحرى كانت متعلقة بتكاليف البنية الأساسية التي مكنت من عمل نظام أوموجا، فضلا عن النظم المركزية الأخرى للأمم المتحدةBy its resolution 54/54 I, the General Assembly requested the Secretary-General to report on the early expansion of the scope of the Register and the elaboration of practical means for the development of the Register in order to increase transparency related to weapons of mass destruction, in particular nuclear weapons,and to transfers of equipment and technology directly related to the development and manufacture of such weapons.
وبموجب قرارها 54/54 طاء، طلبت الجمعية العامة إلى الأمين العام أن يقدم إليها تقريرا عن مسألة التوسيع المبكر لنطاق السجل وعن إيجاد الوسائل العملية لتطوير السجل بغية رفع مستوى الشفافية فيما يتعلق بأسلحة الدمار الشامل، لا سيما الأسلحةالنووية، وعمليات نقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه الأسلحة وصناعتهاRequests the Secretary-General to seek the views of Member States on ways and means of enhancing transparency in the fields of weapons of mass destruction and transfers of equipment andtechnologies directly related to the development and manufacture of such weapons with a view to enhancing transparency in the field of conventional weapons and to include in his report to the General Assembly at its fifty-third session a special section on the implementation of the present resolution; Page.
تطلب إلى اﻷمين العام أن يلتمس آراء الدول اﻷعضاء بشأن طرق ووسائل تعزيز الشفافية في مجالي أسلحة التدميرالشامل وعمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير وصنع هذه اﻷسلحة، وذلك بغية تعزيز الشفافية في ميدان اﻷسلحة التقليدية، وأن يدرج فرعا خاصا عن تنفيذ هذا القرار في تقريره إلى الجمعية العامة في دورتها الثالثة والخمسينBy its resolution 54/54 I, entitled" Transparency in armaments", the General Assembly requested the Secretary-General to report on the early expansion of the scope of the Register and on the elaboration of practical means for the development of the Register in order to increase transparency related to weapons of mass destruction, in particular nuclear weapons,and to transfers of equipment and technology directly related to the development and manufacture of such weapons.
وبموجب قرارها 54/54 طاء المعنون" الشفافية في مجال التسلح"، طلبت الجمعية العامة إلى الأمين العام أن يقدم إليها تقريرا عن التوسيع المبكر لنطاق السجل وعن إيجاد الوسائل العملية لزيادة تطوير السجل بغية رفع مستوى الشفافية فيما يتعلق بأسلحة الدمار الشامل، لا سيما الأسلحةالنووية، وعمليات نقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه الأسلحة وصناعتهاConvinced that the principle of transparency should also apply to all weapons of mass destruction, in particular nuclear weapons,and to transfers of equipment and technology directly related to the development and manufacture of such weapons, as well as to high technology with military applications.
واقتناعا منها بأن مبدأ الشفافية ينبغي أن يطبق أيضا على جميع أسلحة الدمار الشامل، ﻻ سيما اﻷسلحةالنووية، وعلى نقل المعدات والتكنولوجيا ذات الصلة المباشرة بتطوير هذه اﻷسلحة وصناعتها، فضﻻ عن التكنولوجيا المتقدمة At the 24th meeting, on 17 November, the representative of Egypt, on behalf of Costa Rica, Egypt, Nigeria and Saudi Arabia, joined by the Niger and the Sudan, introduced a revised draft resolution(A/C.1/52/L.2/Rev.1), which contained the following changes: in the fourth, fifth and sixth preambular paragraphs, and in operative paragraphs 2 and 3, the words" high technology with military applications",were replaced by the words" equipment and technologies directly related to the development and manufacture of such weapons".
وفي الجلسة ٢٤، المعقودة في ١٧ تشرين الثاني/نوفمبر عرض ممثل مصر، باسم كوستاريكا ومصر والمملكة العربية السعودية ونيجيريا منضما إليها كل من السودان والنيجر، مشروع قرار منقحا A/ C.1/ 52/ L.2/ R ev.1، تضمن التغييرات التالية: في الفقرات الرابعة والخامسة والسادسة من الديباجة، وكذلك في الفقرتين ٢ و ٣ من المنطوق، استعيض عن عبارة" التكنولوجيا المتقدمة Egypt is totally convinced that the principle of transparency should apply to all types of armaments, including all weapons of mass destruction, in particular nuclear weapons,and to transfers of equipment and technology directly related to the development and manufacture of such weapons, as well as to high technology with military applications.
ومصر على اقتنناع تام بأن مبدأ الشفافية ينبغي أن ينطبق على جميع أنواع اﻷسلحة، بما فيها جميع أسلحة الدمار الشامل، وﻻ سيما اﻷسلحة النووية،وعلى عمليات نقل المعدات والتكنولوجيا المرتبطة مباشرة بتطوير وإنتاج هذه اﻷسلحة، فضﻻ عن انطباقه على التكنولوجيا الرفيعة ذات التطبيقات العسكريةEgypt expects that the 2000 Group of Experts would find, in the views expressed in the present Secretary-General's report, a good basis for reaching agreement on the early expansion of the scope of the Register and further developing the Register to apply transparency to all weapons of mass destruction, in particular nuclear weapons,and to transfers of equipment and technology directly related to the development and manufacture of such weapons, as well as to high technology with military applications.
وتتوقع مصر أن يجد فريق الخبراء الذي سيجتمع عام ٢٠٠٠ في اﻵراء التي أعرب عنها في هذا التقرير المقدم من اﻷمين العام أساسا جيدا للتوصل الى اتفاق بشأن التوسع المبكر في نطاق السجل وزيادة تطويره بغية تطبيق الشفافية على جميع أسلحة الدمار الشامل، وﻻ سيما اﻷسلحة النووية،وعلى عمليات نقل المعدات والتكنولوجيا المتصلة مباشرة بتطوير هذه اﻷسلحة وإنتاجها، فضﻻ عن تطبيقها على التكنولوجيا الرفيعة ذات التطبيقات العسكريةOperative paragraph 3 of resolution 52/38 B requests the Secretary-General to seek the views of Member States on ways and means of enhancing transparency in the fields of weapons of mass destruction and transfers of equipment andtechnologies directly related to the development and manufacture of such weapons with a view to enhancing transparency in the field of conventional weapons.
وتطلب الفقرة الفرعية ٣ من منطوق القرار ٥٢/٣٨ باء إلى اﻷمين العام أن يلتمس آراء الدول اﻷعضاء بشأن طرق ووسائل تعزيز الشفافية في مجالي أسلحة التدميرالشامل وعمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير وصنع هذه اﻷسلحة، وذلك بغية تعزيز الشفافية في ميدان اﻷسلحة التقليديةStressing the need to achieve universality of the Treaty on the Non-Proliferation of Nuclear Weapons, the Chemical Weapons Convention and the Biological Weapons Convention as well as other instruments related to transfers of equipment and technologies directly related to the development and manufacture of such weapons, with a view to realizing the goal of the total elimination of all weapons of mass destruction.
وإذ تشدد على ضرورة إضفاء طابع عالمي على معاهدة عدم انتشار اﻷسلحة النووية، واتفاقية اﻷسلحة الكيميائية، واتفاقية اﻷسلحة البيولوجية، فضﻻ عن الصكوكاﻷخرى المتصلة بعمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير وصنع هذه اﻷسلحة، بغية بلوغ هدف القضاء التام على جميع أسلحة التدمير الشاملواتخذت الجمعية العامة أيضا القرار 52/38 باء() الذي أحاطت فيه علما بتقريري الأمين العام عن الشفافية في مجال التسلح()، وطلبت إليه أن يلتمس آراء الدول الأعضاء بشأن طرق ووسائل تعزيز الشفافية في مجالي أسلحة التدميرالشامل وعمليات نقل المعدات والتكنولوجيات ذات الصلة المباشرة بتطوير وصنع هذه الأسلحة، بغية تعزيز الشفافية في مجال الأسلحة التقليديةWe strongly believe that the family is the foundation of society and directly relates to the development of women.
