(c) The article 5 extensions process, agreed to in 2007, has significantly added to the workload for the Presidency, Co-Chairs and Co-Rapporteurs.
As well, it was recalled that the 7MSP decisions concerning the extensions process imply additional costs.
The Article 5 extensions process has demonstrated the inadequacies of the management of information for mine action on the part of several States Parties that are in the process of implementing Article 5.
Accordingly, there is a need to clarify, and decide as appropriate, key elements of an extensions process at the Seventh MSP.
The ISU also supported the Article 5 extensions process by preparing and distributing communications from the Presidency informing the States Parties of requests received and inviting expert input on requests.
All States Parties are encouraged to provide additional, earmarked funds to the ISU Trust Fund tocover the costs related to the Article 5 extensions process.
The article 5 extensions process implies that if a State Party with a 2011 deadline believes it will be unable to destroy or ensure the destruction of all anti-personnel mines in mined areas that it has reported by its deadline, it should have submitted a request in March of 2010.
All 15 States Parties that submitted requests for consideration by the Ninth Meeting of the States Parties(9MSP)received at least a briefing from the ISU on the extensions process.
The Article 5 extensions process also highlighted that assistance is most likely to flow to those States Parties that act with urgency to fulfil their obligations and that demonstrate national ownership, establish effective national demining structures and put in place plans to ensure completion of Article 5 obligations in as short a period as possible.

The outcome of these efforts was that the representatives of the States Parties in question had the tools and information necessary to carry out their responsibilities.The ISU also supported the Article 5 extensions process by preparing, supporting and carrying out follow-up activities associated with six meetings of the group of States Parties mandated to analyse Article 5 extension requests.
The ISU ' s efforts overall amounted to a manifestation of action consistent with recommendations agreed to at the 12MSP as contained in thepaper entitled" Reflections on the Article 5 Extensions Process.".
The States Parties ' Article 5 extensions process calls for requesting States Parties to submit their requests to the presidency no fewer than nine months prior to the Meeting of the States Parties or Review Conference at which a decision on the request would be sought, to append their national demining plans and to request, if necessary, the assistance of the ISU in preparing requests.
With respect to recommendations 7- 10, the ISU held a briefing for analysing group members to review the Convention ' s mine clearance obligations, the States Parties 'understandings related to these obligations and the Article 5 extensions process.
In addition, pursuant to the decision of the 7MSP" to encourage all States Parties in a position to do so to provide additional earmarked funds to the ISU Trust Fund to covercosts related to support the Article 5 extensions process," the 2007 ISU budget provided a means for such earmarking.
(iv) States Parties that need to prepare an extension request should, in accordance with the decisions of the 7MSP, as necessary, seek assistance from the ISU in the preparation of their requests and States Parties in a position to do so should provide additional ear-marked funds to the ISU Trust Fund to covercosts related to supporting the Article 5 extensions process.
