The estimated requirement of $1,258,300 relates to salaries andcommon staff costs for five Professional posts and five Local level posts, as detailed in table 27G.7.
It is also proposed to create five Local level posts, four of which would be national security officers, to ensure a minimum of four security officers on duty at all times at UNTSO headquarters in order to increase the access control and the patrolling capacity at night, and one Administrative Assistant post for the office of the Chief Security Officer.
The estimated amount of $677,900 relates to the staffing requirements of the subprogramme, which, following the reorganization of the programme of work, would consist of two P-4,one P-2 and five Local level posts.
(c) Five Local level posts at the United Nations information centres in Bucharest(2 posts), Lomé, Lima and Port of Spain(subprogramme 1), following a review of the Department ' s information centre needs and its ability to perform the functions concerned within existing capacity, taking into account retirement and vacancy trends(ibid., para. 28.34).
The amount of $40,090,300 provides for(a) the continuation of 250 posts, as well as the establishment of five National Officer posts, offset by a corresponding abolition of five local level posts($31,791,700), and(b) non-post costs($8,298,600).
The increase in the amount of $677,900 provides for delayed impact of two P-4, one P-3,one P-2 and five Local level posts approved for the biennium 2004-2005, as well as for the proposed one new P-4 post for the Chief of the Medical Service in place of the one currently funded on a reimbursable basis from the extrabudgetary resources of UNEP and UN-Habitat.
The estimated amount of $1,652,200 relates to the staffing requirements of this subprogramme, which, following the reorganization of the programme of work, would consist of seven Professional(one D-1, one P-5,three P-4 and two P-3) and five Local level posts.
At its request, the Advisory Committee was provided information on the breakdown of posts in regional centres for disarmament as follows:one P-5 post and five Local level posts(one G-6, one G-4, one G-2 and two G-1A) for Lome; one P-5 post and one Local level post at the G-6 level for Lima; and one P-5 post for Katmandu.
The increase of $944,300 relates to aprovision for two new Professional posts(2 P-4) and five Local level posts in place of the posts currently funded on a reimbursable basis from the extrabudgetary resources of UNEP and UN-Habitat with respect to support of payroll, payments and other systems, in line with the overall policy of strengthening the regular budget component of the United Nations Office at Nairobi.
The resources proposed for the section reflect a growth of $63,900, or 0.5 per cent, resulting from increases and decreases under various objects of expenditure, notably the deletion of the resources originally appropriated in the biennium 1996-1997 in connection with Habitat II, the provision of increased resources for general operating expenses,supplies and materials and equipment and the proposed abolition of two P-3 and five Local level posts that have become redundant as a result of the reorganization of the Centre and its programme of work.
